SB 2658: MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES.

Appropriates funds for one ambulance unit each for the counties, which includes the purchase of one ambulance vehicle per county and the corresponding operating costs, including equipment, supplies, and personnel costs for state-certified emergency medical service personnel. (SB2658 HD1)

SB 2572: RELATING TO AGRICULTURE.

Appropriates funds for the Department of Agriculture to conduct import substitution projects to encourage Hawaii farmers and growers to identify and grow food and nonfood alternative products to phase out imports of high-risk pathway food and commodities by 2027. Appropriates funds for outreach materials to encourage Hawaii residents to buy local products and foster a sense of pride and self-responsibility in protecting Hawaii's agriculture, environment, and lifestyle. SB 2748: RELATING TO CHARITABLE ORGANIZATIONS.

Amends the State's charitable solicitations law by: substituting the term "total revenue" for the term "gross revenue" and the term "total receipts" for the term "gross receipts" to conform with IRS form 990; clarifying when professional solicitors must file financial reports; clarifying when commercial co-venturers must provide a charitable organization with an accounting and the benefit of a charitable sales promotion; eliminating the requirement for certain charitable organizations to submit an audit report; and making housekeeping amendments. HB 2470: RELATING TO ENVIRONMENTAL PROTECTION.

Requires state and county agencies to adopt and maintain rules pertaining to environmental protection; water supplies; solid waste; air quality; water quality; solid waste control; hazardous waste; underground storage unit regulation; asbestos emission and lead hazard control; and drinking water that are as stringent as, or more stringent than, applicable baseline federal standards. Effective July 1, 2020. (SD1)

HB 1929: RELATING TO THE HAWAII LABOR RELATIONS BOARD.

Requires the Hawaii Labor Relations Board to adopt emergency rules if the Board finds that Hawaii's Collective Bargaining in Public Employment Law, or its application, is inconsistent with any federal or state law and the adoption of an emergency rule is urgently needed. Takes effect on 7/1/2050. (SD1)

SB 2493: RELATING TO INSURANCE.

Postpones until 1/1/2020 the effective date of certain provisions of Act 152, Session Laws of Hawaii 2017, that conform Hawaii's insurance producer licensing requirements to national model standards by eliminating the ability of insurance producers to appoint other producers to act as an agent of an insurer. HB 2122: RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Clarifies the interests that must be represented by members of the HCDA representing community development districts. Requires the senate president and the speaker of the house of representatives to nominate representatives of the several community development districts to the HCDA, and requires those representatives to be nominated for no more than one seat. SB 2828: RELATING TO MOTOR VEHICLE INSPECTIONS.

Expands authority of the Director of Transportation over required motor carrier vehicle safety inspections by authorizing the Director to adjust inspection fees and alter administration of the program through administrative rule-making. Effective 7/1/2050. (SD2)
