SB 7: RELATING TO MEDICAID.

Requires the Department of Human Services, in collaboration with the Department of Health, to review the progress of the Hawaii Pathways Project pilot and continue efforts to use Medicaid to provide supportive housing services for chronically homeless individuals. Appropriates funds to restore basic adult dental benefits to Medicaid enrollees; provided DHS obtains maximum federal matching funds available for the expenditure. Requires DHS to submit a report to the Legislature before the 2019 Regular Session. (SB7 HD1)

SB 1062: RELATING TO PARENTAL RIGHTS.

Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the natural parent committed sexual assault of the other natural parent, the child was conceived as a result of the sexual assault by the parent, and termination of parental rights is in the best interests of the child, under certain conditions. SB 2079: RELATED TO SHARK AND RAY PROTECTION.

Establishes penalties and fines for any person who knowingly captures, takes, possesses, abuses, or entangles any shark, whether alive or dead, or kills any shark, within state marine waters and makes it a misdemeanor. Expands the existing prohibition on knowingly capturing or killing a manta ray to all rays. Expands the prohibition regarding rays to cover knowingly capturing, taking, possessing, abusing, or entangling a ray, whether alive or dead, or killing a ray, within state marine waters. Provides certain exemptions. (SB2079 HD1)

SB 2184: RELATING TO FIRE PROTECTION.

Authorizes the State Fire Council to expend moneys in the Reduced Ignition Propensity Cigarette Program Special Fund to defray the actual cost of the Council's fire and life safety programs and activities and to employ additional personnel. (SB2184 HD1)

HB 1623: RELATING TO FRANCHISE INVESTMENT LAW.

Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures. (HB1623 HD1)
