HB 2593: RELATING TO FERAL CATS.

Allows a nonprofit animal care or rescue group to register and oversee caregivers of free-roaming cats. Exempts registered caregivers of free-roaming cats from state laws and county ordinances relating to the feeding and confinement of cats. Establishes a trap-sterilize-return-manage process. Takes effect on 1/1/2018. Repeals on 12/31/2022. (SD1)

SB 1177: RELATING TO COMMON INTEREST AGRICULTURAL COMMUNITIES.

Establishes the leasehold common interest agricultural community pilot program under the jurisdiction of the Department of Agriculture. Requires the Department to authorize a minimum of three leasehold common interest agricultural community projects. Requires report. Repealed on June 30, 2023. (SB1177 HD1)

HB 1828: RELATING TO TOURISM.

Allocates funds from transient accommodations tax revenues, to be matched by private or county funds, to the Hawaii Tourism Authority to support initiatives, with input from the Hawaii Lodging and Tourism Association, to mitigate the negative impacts on communities caused by tourism activity and allocates transient accommodations tax revenues to na ala hele, the Hawaii statewide trail and access program. Appropriates funds to the fire departments of each county to support search and rescue missions for stranded hikers lost on hiking trails. (SD1)

SB 2343: RELATING TO DOMESTIC VIOLENCE.

Amends the offense of abuse of family or household members to provide for felony, misdemeanor, and petty misdemeanor penalties. Expands the family court's jurisdiction over cases involving harassment of a family or household member. Allows the granting of a deferred acceptance of guilty or no contest plea in cases involving misdemeanor abuse of a family or household member in the second degree. Requires that no-contact and stay-away orders issued in criminal cases involving abuse of a family or household member or non-physical forms of harassment of a family or household member be converted by the court to a new protective order that shall remain in effect for a fixed reasonable period as the court deems appropriate, unless the victim or witness requests otherwise; provided that a hearing on the issue is held and certain requirements are met. Takes effect on 1/1/2050. (SD2)

SB 2496: RELATING TO BEHAVIOR ANALYSIS.

Allows adults with autism spectrum disorders to receive appropriate applied behavior analysis treatment, while simultaneously providing safeguards for consumer protection. Exempts from licensure requirements for behavior analysis certain individuals who implement applied behavior analysis services or plans under the oversight or direction of others. Updates and standardizes the terminology used to refer to behavior analysts. (SB2496 HD1)
