HB 2172: RELATING TO UNIVERSITY OF HAWAII PUBLIC-PRIVATE PARTNERSHIPS.

Establishes and appropriates funds for an Office of Strategic Partnerships and Development to specifically analyze, evaluate, recommend, coordinate, oversee, and manage public-private partnerships that benefit the University of Hawaii. Removes reference to the Board of Regents having exclusive jurisdiction over the internal structure, management, and operation of the University of Hawaii. Establishes a 5-year University of Hawaii public-private partnership pilot project to allow the university to enter into public-private partnerships, under certain conditions. Effective 1/1/2050. SB 2891: RELATING TO TELEHEALTH.

Requires the Department of Health to conduct a telehealth pilot project and publish an evaluation report on the pilot project outcomes. Exempts the pilot project from the State Procurement Code for a period of twelve months. Clarifies that the period of performance of all procurements made during this temporary exemption does not exceed the term of the pilot project. (SB2891 HD2)

SB 2576: RELATING TO EDUCATION.

Requires the Department of Education to equip all classroom doors with interior locks by January 1, 2019. Authorizes the Department of Education to establish an emergency management plan for all schools to prepare for and respond to an emergency or a disaster. Appropriates funds to install interior locks on all classroom doors in Department of Education schools. (SB2576 HD1)
