HB 1968: RELATING TO THE UNIVERSITY OF HAWAII COLLEGE OF TROPICAL AGRICULTURE AND HUMAN RESOURCES COOPERATIVE EXTENSION SERVICE.

Appropriates funds to the University of Hawaii College of Tropical Agriculture and Human Resources cooperative extension service for four full-time equivalent (4.0 FTE) ornamental plant extension agents. Takes effect 7/1/2112. (SD1)

HB 1585: RELATING TO THE UNIVERSITY OF HAWAII.

Requires the Auditor to conduct a financial, performance, and management audit of the University of Hawaii's activities related to Mauna Kea. Requires the University of Hawaii Board of Regents to adopt rules to regulate public and commercial activities on Mauna Kea lands. Requires the University of Hawaii Office of Maunakea Management to complete the management actions established by the various comprehensive management plans, complete an environmental impact statement for land authorizations regarding long-term continuation of astronomy within the Mauna Kea science reserve area, and secure a new master lease regarding Mauna Kea. Prohibits all new construction at Mauna Kea until the requirements of this measure are met. Takes effect on 12/31/2033. (SD3)

HB 1655: RELATING TO TAX ON SALES OF TANGIBLE PERSONAL PROPERTY.

Clarifies that a person or company who meets the qualifications of being a marketplace facilitator is the seller of tangible personal property for general excise tax and use tax purposes. Defines "marketplace facilitator" and "referrer". Establishes reporting requirements and penalties for marketplace facilitators and referrers. (SD1)

SB 3070: RELATING TO EDUCATION.

Establishes the Hawaii Teacher Stipend Program to be administered by the Department of Education to address the shortage of teachers in the Hawaii public school system. Creates the Hawaii Teacher Stipend Program Special Fund to provide ongoing funding of stipends to students in the stipend program or successor programs. Appropriates funds. (SB3070 HD1)

HB 2626: RELATING TO CESSPOOLS.

Establishes a Cesspool Conversion Working Group within the Department of Health to develop a comprehensive plan for the conversion of all statewide cesspools by 2050. Requires the University of Hawaii to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas. Appropriates funding to the Department of Health for the Cesspool Conversion Working Group and to the University of Hawaii for the study of sewage contamination in nearshore marine areas. Effective 12/31/2050. (SD2)
