HB 2021: RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires the Department of Human Services, in consultation with the Department of Health, to establish a pilot project to procure services from a designated service provider to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness or severe co-occurring mental illness and substance use disorders who are subject to court-ordered assisted community treatment or court-ordered guardianship. Requires the adult protective and community services branch of the Department of Human Services or a licensed physician employed by the designated service provider to request court-ordered assisted community treatment or court-ordered guardianship for homeless individuals with severe mental illness or severe co-occurring mental illness and substance use disorders. Requests that homeless individuals with severe mental illness or severe co-occurring mental illness and substance use disorders provide identification documentation prior to receiving shelter and mental health treatment. Requires the designated service provider to locate an unused, suitable facility to operate as a shelter. Makes an appropriation. Effective 7/1/3000. (SD2)

SB 2580: RELATING TO THE KING KAMEHAMEHA CELEBRATION COMMISSION.

Appropriates moneys to the department of accounting and general services to establish one full-time equivalent (1.0 FTE) position for the executive director of the King Kamehameha Celebration Commission. Appropriates moneys to fund the costs incurred by the annual King Kamehameha day celebration events. (SB2580 HD1)

HB 2012: RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Allocates funds from transient accommodations tax revenues to the Hawaii Tourism Authority (HTA) to implement initiatives, in conjunction with the Hawaii Lodging and Tourism Association, to address homelessness in tourist and resort areas, as designated by each county; provided that the funds be used to provide social services. Requires HTA to report to the Legislature. Requires the data collected from the initiatives to be entered into the Homeless Management Information System. Takes effect on 7/1/3000. (SD1)

HB 1518: RELATING TO PUBLIC RECORDS.

Provides that an agency may seek a declaratory judgment in circuit court that a requester is a vexatious records requester if the agency demonstrates that the person has established a clear pattern of conduct that amounts to an abuse of a process established by the Uniform Information Practices Act. Effective 7/1/2050. Repeals on 6/30/2020. (SD2)

SB 2504: RELATING TO THE HAWAII TOURISM AUTHORITY.

Cancels the debt owed to the State by the Hawaii Tourism Authority for Convention Center construction costs and related interest. Amends the Transient Accommodations Tax (TAT) revenue allocation to the Convention Center Enterprise Special Fund. Establishes the Convention Center Repair and Maintenance Special Fund and the Convention Center Emergency Fund and allocates a portion of the TAT revenues to those funds. Amends the minimum balance of the Tourism Emergency Special Fund. (SB2504 HD1)

HB 2605: RELATING TO TRANSIENT ACCOMMODATIONS.

Allows a transient accommodations broker to register as a tax collection agent for its operators and plan managers. Requires operators and plan managers to provide a statement to the transient accommodations broker confirming compliance with all applicable land use and tax laws. Requires the operator or plan manager to provide verification of compliance with state and county land use laws. Requires an operator or plan manager to remove a transient accommodation advertisement upon notice that the property is not in compliance with state law or county ordinance. Establishes a 1-time amnesty program for certain delinquent transient accommodations and general excise tax obligations. Authorizes counties to require the disgorgement of profits obtained through unlawful actions. Authorizes counties to adopt ordinances to amortize or phase out transient vacation rental units. Allocates up to $1,000,000 of TAT revenues to each county, contingent upon the county establishing a process to provide verification of compliance by an operator or plan manager with county land use laws. Makes it unlawful for transient accommodations brokers to engage in business with operators or plan managers or property managers or activity providers that are not in compliance with all state laws and county ordinances. Makes it unlawful for a hosting platform to provide, and collect a fee for, booking services regarding transient vacation rentals that are not lawfully certified, registered, or permitted under applicable county ordinance. HB 1969: RELATING TO FOOD SUSTAINABILITY.
