HB 2046: RELATING TO INVASIVE SPECIES.

Appropriates funds to the Department of Agriculture for outreach and education efforts in West Hawaii county regarding the detection and treatment of little fire ants. Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, to be administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Makes appropriations. Effective 7/1/2050; provided that sections 6, 7, and 8 are effective 7/1/2051. (SD2)

SB 974: RELATING TO PARKING FOR DISABLED PERSONS.

Limits the exemption from parking fees to drivers with a disability who are unable to operate a parking meter or pay station because of the driver's disability and who display a distinguishing parking device, code, permit, or decal. Clarifies time limits applicable to the exemption. (SB974 HD2)

HB 2007: RELATING TO TAXATION.

Amends the definition of "aircraft" under section 237-24.9, Hawaii Revised Statutes, to remove language that limits the definition to craft that operate with 2 or more jet engine, thereby expanding the types of aircraft eligible for the aircraft service and maintenance facility general excise tax exemption. SB 2972: RELATING TO LAND DEVELOPMENT.

Requires the Department of Land and Natural Resources to allocate 10 percent of revenues collected from commercial properties within the Banyan Drive redevelopment area to the Banyan Drive Hawaii Redevelopment Agency. Appropriates funds to the Agency for conducting environmental impact studies that are necessary to complete the Agency's redevelopment plan for the Banyan Drive redevelopment area. SB 2777: RELATING TO THE NATIONAL GUARD.

Part I: Allows the Department of Defense to recoup operating costs when allowing the use or temporary rental of its facilities by the public, provided that the use or rental does not interfere with any military use. Part II: Appropriates funds for the establishment of one full-time equivalent cybersecurity intelligence analyst position within the state Department of Defense. Effective June 15, 1215. (SB2777 HD1)
