SB 2424: RELATING TO HOUSING FOR NATIVE HAWAIIANS.

Authorizes the construction and use of micro housing units on Hawaiian home lands approved by the Department of Hawaiian Home Lands, and leased to native Hawaiian beneficiaries who meet the minimum Hawaiian blood quantum requirement, notwithstanding county zoning laws. Authorizes the use of the Hawaiian Home Loan Fund and Hawaiian Home General Loan Fund for assistance in purchasing or renting micro housing units for use on approved Hawaiian home lands and leased to beneficiaries who meet the minimum Hawaiian blood quantum requirement. Makes appropriations to the Department of Hawaiian Home Lands for construction of micro housing units, subject to certain conditions, and to build general organizational capacity of native Hawaiian-controlled nonprofit housing developers. SB 2654: RELATING TO CHAPTER 245, HAWAII REVISED STATUTES.

Prohibits the shipment of tobacco products, and the transport of tobacco products ordered or purchased through a remote sale, to anyone other than a licensee. Makes all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. Amends the taxes on cigarettes and tobacco products. Increases the excise tax for each cigarette or little cigar sold, used, or possessed by a wholesaler or dealer. Increases the excise tax on the wholesale price of each article or item of tobacco products, other than large cigars, sold by the wholesaler or dealer. Establishing an electronic smoking device retailer registration unit within the Department of the Attorney General. Amends the Penal Code. Regulates the delivery and sale of electronic smoking devices to purchasers within the State. (SB2654 HD2)

Appropriates moneys for laptop computers or tablets to be used by teachers and students for digital teaching and learning. HB 2508: RELATING TO CHARTER SCHOOLS.

Allows funding for rental or lease of facilities under legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/2025. (SD2)

HB 2249: RELATING TO ELECTRIC GRID RESILIENCY.

Establishes the Homeland Security and Resiliency Council to assess the resilience of the State's electric grid and other critical infrastructure to natural disasters and other emergencies and make recommendations. HB 1849: RELATING TO PUBLIC SAFETY.

Requires police departments to disclose to the Legislature the identity of an officer upon the officer's suspension or discharge. Allows disclosure under the Uniform Information Practices Act of employment misconduct information that results in a county police officer's suspension. Takes effect 7/1/2050. (SD1)
