SB 2472: RELATING TO HOUSING.

Establishes the Homeownership Housing Revolving Fund to provide loans or grants for affordable housing projects or units in projects that are allocated low-income housing credits or that are funded by certain federal programs or agencies. Makes an appropriation into and out of the fund. (SB2472 HD1)

HB 2162: RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Beginning with fiscal year 2018-2019, requires that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers. Effective 7/1/2050. (SD1)

HB 1883: RELATING TO AGRICULTURE.

Establishes a two-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the County of Hawaii. Appropriates funds. Appropriates moneys to the Agribusiness Development Corporation to identify factors that affect the quality of local papaya and to develop and establish protocols to enhance the marketability of Hawaiian papayas. SB 783: RELATING TO AGRICULTURE.

Repeals the provision that makes claiming of the Important Agricultural Land Qualified Agricultural Cost Tax Credit contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort. Expands the definition of "qualified agricultural costs." Repeals the provision that requires the Department of Agriculture to cease certifying credits after 2017. (SB783 HD1)

SB 2337: RELATING TO WASTE MANAGEMENT.

Requires that all state and county agency contractors that dispose of liquid or solid waste provide a receipt that the waste was received and disposed of at a licensed facility or an appropriate farm or construction site before full payment is made for those contractual services. Allows for partial payment to be made without a receipt and prior to any dumping of waste. Prohibits alteration or falsification of receipts. (SB2337 HD1)

HB 1647: RELATING TO HEALTH.

Requires the Department of Human Services to compile information regarding employers with employees who receive public assistance. Requires the Department of Human Services to submit an annual report to the Legislature on the 50 employers with the highest number of employees receiving public assistance. Requires the Department of Land and Industrial Relations to share employment data. Effective 7/1/2050. (SD1)
