SB 2383: RELATING TO LAW ENFORCEMENT.

Requires the Department of Law Enforcement to provide $15,000 retention bonuses to all eligible sworn law enforcement officers who meet specified requirements. Requires the Department of Law Enforcement to verify eligibility. Appropriates funds for the payment of retention bonuses.

HB 1968: RELATING TO PERMITTING.

Requires and appropriates funds for the Department of Business, Economic Development, and Tourism, in collaboration with a county selected by the Department, to develop an artificial intelligence-assisted pre-compliance intake pilot platform, subject to a matching funds requirement for the county. Requires the Department of Business, Economic Development, and Tourism to develop a policy or metric to measure the success of the pilot platform. Effective 7/1/3000. (HD1)

HB 1900: RELATING TO REMEDIES.

Prohibits actions based on a building code violation unless the violation was a material violation of the building code. Specifies that claimants must comply with the Contractor Repair Act and bars persons from joining a class action for failure to comply with the Contractor Repair Act. Repeals the requirement that inspections and testing be completed within nine months. Deletes duplicative language for when persons may accept a settlement offer. Limits the amount a claimant can recover if the claimant rejects a contractor's reasonable proposal for inspection or a reasonable offer to remedy. (HD1)

HB 2290: RELATING TO THE HAWAII EMERGENCY MANAGEMENT AGENCY.

Establishes the Administrator of the Hawaii Emergency Management Agency as the Deputy Director of Emergency Management within the Department of Defense, under the direction of the Adjutant General. Clarifies the position's reporting structure and duties. Requires the Commission on Salaries, pursuant to section 26-56, HRS, to include the Deputy Director of Emergency Management in its recommendations for executive branch salary levels. SB 2967: RELATING TO ARTIFICIAL INTELLIGENCE.

Establishes consumer protection requirements for the use of artificial intelligence systems in consumer interactions and consequential decisions, including disclosures, documentation, and a right to correction, appeal, and human review. Makes certain violations an unfair or deceptive act or practice. Requires risk management and impact assessments for high-risk artificial intelligence systems. Requires incident reports to the Executive Director of the Office of Consumer Protection and the Attorney General.

HB 2160: RELATING TO CANCER.

Repeals the requirement that a certain amount received from the cigarette tax on the wholesale price of each article or item of certain tobacco products deposited into the Hawaii Cancer Research Special Fund must be used for debt service of capital expenditures and building maintenance. HB 1517: RELATING TO SENTENCING REVIEW.

Establishes a procedure for incarcerated individuals who have served at least ten years of their sentence to petition the court for a sentence reduction. Requires the Department of Corrections and Rehabilitation to report to the Legislature Hawaii Paroling Authority, and Hawaii Correctional System Oversight Commission.
