HB 676: RELATING TO YOUTH AND ADULT CORRECTIONAL FACILITIES.

Requires the State's youth and adult correctional facilities to provide free and accessible voice communication services for incarcerated persons in state correctional facilities. Prohibits any state agency from deriving revenue or financial benefit from the provision of communication services to persons confined in state correctional facilities. Requires the Public Utilities Commission to establish service quality standards and rules for the free voice communication services. Requires a report to the Legislature. Appropriates funds. HB 1528: PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO INCREASE THE MANDATORY RETIREMENT AGE FOR STATE JUSTICES AND JUDGES.

HB 1568: RELATING TO ENERGY.

Prohibits the Public Utilities Commission from approving costs of infrastructure, operations and maintenance, fuel, or other costs relating to supplying and using liquefied natural gas unless certain conditions are met. Requires the Public Utilities Commission to consider the effect of fossil fuels on renewable energy, stranded investment risks and costs, and costs and risks of reliance on a single fuel supply or monopoly supplier when making determinations of the reasonableness of the costs pertaining to electric or gas utility system capital improvements and operations. HB 1690: RELATING TO MINORS.

Expands the statewide curfew to apply to minors under 18 years of age, instead of under 16. Amends the exceptions to, and penalties for, violations of the statewide curfew. Restricts a county's authority to enact curfew ordinances to only those ordinances that are more stringent than the statewide curfew.

HB 1846: RELATING TO REGIONAL SHORELINE MITIGATION DISTRICTS.

Authorizes the Office of Planning and Sustainable Development to approve the establishment of regional shoreline mitigation districts to facilitate regional coordination by shoreline property owners to address coastal erosion. Requires the preparation of a regional coastal erosion and sediment management plan for each regional shoreline mitigation district. Establishes procedures for the review of state and county permits associated with regional shoreline mitigation districts. Establishes the support and integration of regional coastline erosion and sediment management planning as a policy under the coastal zone management program. Appropriates moneys and establishes 1.0 FTE temporary position.

SB 2486: RELATING TO CLIMATE CHANGE.

Requires the Hawaii State Energy Office to contract with a third-party consultant to develop a Climate Protection Plan for delivery to the Legislature no later than twenty days prior to the convening of the Regular Session of 2029. HB 1910: RELATING TO THE DEPARTMENT OF TRANSPORTATION.
