SB 3025: RELATING TO MEDICAL DEBT.

Requires the Office of Wellness and Resilience to develop, implement, and administer a Medical Debt Acquisition and Forgiveness Program to acquire and forgive outstanding medical debt for residents of the State, subject to the availability of program funds. Requires a report to the Legislature. Appropriates funds. (CD1)

SB 2001: RELATING TO THE BANYAN DRIVE COMMUNITY DEVELOPMENT DISTRICT.

Establishes the Banyan Drive Community Development District within the Hawaii Community Development Authority. Establishes the Banyan Drive Community Development District Special Fund. Specifies the powers and duties of HCDA as it relates to the District. Amends the composition of HCDA to include representatives of the District, Chairperson of the Banyan Drive Hawaii Redevelopment Agency, and a lineal descendant of the Waiakea Ahupuaa. HB 1618: RELATING TO CESSPOOL CONVERSIONS.

Establishes a Cesspool Conversion Revolving Loan Fund, to be administered by the Hawaii Green Infrastructure Authority, to provide financial assistance, including low-interest or forgivable loans, to eligible homeowners for the upgrade, conversion, or connection of cesspools. Appropriates funds for the establishment and hiring of a program management position and for the purposes of the Cesspool Conversion Revolving Loan Fund. (CD1)

SB 2060: RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Authorizes the Rental Housing Revolving Fund to be used to provide any and all forms of financing for the development, pre‑development, construction, acquisition, preservation, and substantial rehabilitation of rental housing units. Requires the Hawaii Housing Finance and Development Corporation to give preference to certain projects with perpetual affordability commitments, that are revenue neutral, and to applicants with a demonstrated history of early repayment to the RHRF. Authorizes HHFDC to use moneys in the RHRF that have been reserved or awarded by HHFDC for specific projects but have not yet been encumbered to fund other rental housing projects subject to certain conditions. Authorizes HHFDC to secure a line of credit or other instrument of indebtedness to provide liquidity for the RHRF under certain conditions. Repeals 6/30/2030. (CD1)

SB 2069: RELATING TO THE DWELLING UNIT REVOLVING FUND.

Extends the sunset date of the Dwelling Unit Revolving Fund Equity Pilot Program pursuant to Act 92, SLH 2023, from June 30, 2028, to June 30, 2031. Requires any equity purchased by the Hawaii Housing Finance and Development Corporation under the Dwelling Unit Revolving Fund Equity Pilot Program to be in a for-sale housing development project within a transit-oriented development zone. Authorizes HHFDC to spend up to $20,000,000 from the Dwelling Unit Revolving Fund for the Equity Pilot Program established pursuant to Act 92, Session Laws of Hawaii 2023. (CD2)

SB 2401: RELATING TO REGIONAL SHORELINE MITIGATION DISTRICTS.

Requires the Office of Planning and Sustainable Development to plan and serve in a coordinating role to develop shoreline adaptation pathways plans for regional shoreline mitigation districts designated by OPSD. Establishes procedures for the review of state and county permits associated with regional shoreline mitigation districts. (CD2)

HB 1920: RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Clarifies that, for tax credits issued after 7/1/2026, a partner or member that is a partnership or limited liability company that has been allocated a Low-Income Housing Tax Credit may either further allocate the credit or transfer, sell, or assign all or a portion of the credit to any taxpayer. Extends the sunset date of Act 129, SLH 2016, relating to the Low-Income Housing Tax Credit, until 12/31/2032. (CD1)

HB 2385: RELATING TO HOUSING.

Beginning 1/1/2027, authorizes the Hawaii Housing Finance and Development Corporation, instead of the counties, to approve and certify general excise tax exemptions for certain housing development projects developed under county housing incentive programs. Sunsets 7/1/2031. (CD1)

SB 2544: RELATING TO HOUSING.

Establishes a 5-year Hawaii Builds Pilot Program within the Hawaii Housing Finance and Development Corporation. Authorizes the use of the Dwelling Unit Revolving Fund for the Pilot Program, subject to an annual cap. Mandates interagency coordination and expedited review for projects to facilitate timely delivery of projects. Requires annual reports to the Legislature. Sunsets 6/30/2031. (CD1)

SB 2552: RELATING TO THE INDIVIDUAL HOUSING ACCOUNT PROGRAM.

For taxable years beginning 1/1/2027: (1) increases the maximum annual and total allowable deduction for contributions to individual housing accounts for income tax deductions; and (2) increases the maximum allowable contributions for individual housing accounts to qualify for the income tax deductions. Repeals outdated language applicable to first‑time home purchases made before 1/1/1990, by persons with an individual housing account. (CD1)

HB 1802: RELATING TO CONSERVATION MITIGATION BANKS.

Authorizes the Department of Land and Natural Resources and certain public or private entities to seek the approval of the Board of Land and Natural Resources to operate conservation banks for situations where a person or entity is required to provide compensatory mitigation to offset adverse impacts to threatened, endangered, candidate, or proposed species as part of an approved incidental take license and habitat conservation plan. Adds the associate director of the United States Geological Survey, Ecosystem Mission Area, to the membership of the Endangered Species Recovery Committee. Requires the Endangered Species Recovery Committee to review applications and proposals for conservation banks and conservation bank instruments conduct subsequent reviews and oversight. (CD1)
