Requires the department of taxation to publish certain reports relating to income tax patterns on an annual basis.
Establishes United States Senator Daniel K. Inouye Day on September 7 of each year.
Requires health care professionals serving as a primary care provider to maintain liability insurance. Requires the insurance commissioner to establish uniform, minimum amounts of insurance for all health care professionals, regardless of their professional specialty or certification.
Specifies that certain types of dissemination, distribution, republication, and use of campaign materials or the financing of such by any person shall not be considered a contribution to a candidate.
Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax beyond December 31, 2027. After full completion of the mass transit project, permits counties to use the surcharge on state tax for operation and maintenance of the mass transit project, existing public transportation, or public road and highway repairs. Deducts one-third of the amount from the gross proceeds of a county's surcharge on state tax to reimburse the State for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax and fund various State transportation projects. Repeals the sunset date of the county surcharge on state tax levied by the city and county of Honolulu. Takes effect January 1, 2018.
Permits the acquisition of raw milk and raw milk products by consumers through a raw milk subscription program if certain conditions are met. Requires program subscribers to sign a waiver of understanding that raw milk and raw milk products are not pasteurized. Requires farms and dairies producing raw milk or raw milk products to register annually with the department of health as Hawaii raw milk producers and receive a raw milk subscription program permit before selling or distributing raw milk or raw milk products.
Provides that an independent medical examination and permanent impairment rating examination shall be conducted by a qualified physician selected by the mutual agreement of the parties. Provides a process for appointment in the event that there is no mutual agreement.
Provides ranked choice method of voting for all partisan primary elections, special elections, and nonpartisan general elections held in this State on or after 1/1/2018.
Establishes a new chapter to regulate the use of unmanned aerial vehicles. Requires the director of DCCA to adopt rules regarding unmanned aerial vehicles. Establishes prohibited uses of unmanned aerial vehicles and penalties, and authorizes civil action for violations. Makes certain uses of an unmanned aerial vehicle a misdemeanor. Clarifies that, under certain circumstances, first and second degree invasion of privacy may be committed using an unmanned aerial vehicle.
Prohibits the use or application of sunscreen or sunblock containing oxybenzone or cosmetics with sunscreen containing oxybenzone while in a marine life conservation district.
Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of twelve consecutive years in the house of representatives and twelve consecutive years in the senate, for terms beginning on the day of the general election of 2020.
Requires a preliminary hearing for a case in which a law enforcement officer is charged with a felony offense.
