Deletes the element of recklessness in determining whether a person has violated a provision of the State Campaign Finance Law.

SB 699: RELATING TO SPECIES CONSERVATION.

Requires the Department of Land and Natural Resources to include in its annual report the impacts of incidental take license issuances on the status and likelihood of survival of the individual species and the cumulative impacts on the full range of species of the specific island for which incidental take licenses have been issued. Appropriates funds to the department to assess the cumulative effects and detail them in its annual report.

SB 479: RELATING TO TRANSIENT ACCOMMODATIONS TAX.

Amends the distribution of the transient accommodations tax by changing the amount distributed to the counties from a fixed sum to a percentage of the revenues collected. Ties the amount of revenue distributed to the tourism special fund to the Honolulu region consumer price index or a successor index.

HB 330: RELATING TO AFFORDABLE HOUSING.

Extends the window for a county council to approve or disapprove affordable housing projects that are exempt from planning, zoning, and construction standards, from forty-five days to sixty days.

HB 122: RELATING TO FERAL CATS.

Appropriates funds to the Department of Health to enable it to contract with eligible non-profit or charitable organizations, private entities, or public entities to trap, neuter or spay, and release feral cats to the location where they were originally trapped.

HB 401: RELATING TO TRANSPORTATION.

Increases the rental motor vehicle customer facility charge from $4.50 to $9.00. Requires that $4.50 of the charge be deposited into the rental motor vehicle customer facility charge special fund, and that the remaining $4.50 of the charge be deposited into the state highway fund for the purpose of funding projects to increase the capacity of certain existing roadways or the construction of certain new roadways. Authorizes certain individuals to deduct the charge on their state taxes.

SB 311: RELATING TO RACIAL PROFILING PREVENTION.

Prohibits state and county law enforcement officers from using a person's race or ethnicity to form probable cause or reasonable suspicion to stop a vehicle. Appropriates funds for the implementation of an annual racial profiling prevention training program for state and county law enforcement officers.
