SB 129: RELATING TO CROSSWALK SAFETY.

Clarifies when a pedestrian is crossing the roadway within a crosswalk for pedestrians' right-of-way in crosswalks and when a pedestrian is lawfully within an intersection or adjacent crosswalk for traffic control signal purposes.

SB 114: RELATING TO HARBORS.

Authorizes the director of transportation to adopt rules that regulate and limit noise at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.

SB 105: RELATING TO THE ENVIRONMENT.

Requires state agencies to participate in a carbon offset program to offset carbon emissions caused by their employees' air travel. Requires the Department of Land and Natural Resources to establish and administer a carbon offset program.

SB 135: RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at a University of Hawaii Community College. Appropriates funds to establish and implement the program.

SB 169: RELATING TO MARIJUANA.

Allows the possession and distribution of marijuana or marijuana concentrate for personal use; provided that the amount of marijuana or marijuana concentrate does not exceed one ounce and is used for private, personal, or recreational purposes by persons twenty-one years of age or older. Creates a defense to a marijuana-related offense if the marijuana or marijuana concentrate was for personal use, except for possession by or distribution to a minor.
