Makes advertising, including online advertising, any transient accommodation or resort time share vacation interest, plan, or unit without the proper registration identification number and proper local contact information a misdemeanor. Subjects any person, including operators, plan managers, and transient accommodations broker who does not post the proper registration number and proper local contact information with the advertisement and also advertises the entire house or unit, rather than a single room, or who has multiple advertisements for multiple properties subject to an unspecified additional fine.
Requires the Department of Human Services, in consultation with the Department of Health, to issue request for proposals to contract for services and housing for homeless individuals with severe mental illness who have been discharged from acute care. Appropriates funds.
Excludes persons with impaired earning capacities from having to receive the lower special minimum wage rate. Requires the Department of Business, Economic Development, and Tourism to study the impacts of raising the minimum wage and submit a report to the Legislature on its findings and recommendations. Appropriates funds.
Enacts voting by mail uniformly across all counties for all elections commencing in 2020. Establishes a limited number of voter service centers, with a minimum of two on each island with a population over 75,000, that would remain open from the tenth business day preceding an election through the day of the election to receive personal delivery of mail-in ballots, accommodate voters with special needs, offer same day registration and voting, and provide other election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Appropriates funds for the implementation and administration of the election by mail program. Requires the office of elections to submit a report to the legislature prior to the convening of each regular session from 2020 through 2025, regarding the implementation of a vote by mail system. Takes effect on 1/1/2020.
Establishes in the department of the attorney general a child abuse investigation unit. Allows the department of the attorney general to intervene in adjudications in family court. Enacts the Uniform Child Witness Testimony by Alternative Methods Act, which authorizes courts to allow for children to testify in a place other than an open forum or away from the finder of fact, court, or parties. Requires the court and the prosecution to take appropriate action to ensure a prompt trial in order to minimize the length of time a child abuse victim or minor witness must endure the stress of the child's involvement in the proceedings.
Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.
