HB 266: RELATING TO HEMP.

Legalizes hemp to the extent legalized under federal law. Imposes a penalty for the production of hemp unless produced as authorized under federal law or under the state industrial hemp pilot program. Requires the Chairperson of Agriculture to prepare and submit a proposed state plan to monitor and regulate hemp production, including commercial production and research, to the federal Secretary of Agriculture pursuant to section 297B of the Agricultural Marketing Act of 1946, as amended. Requires a report to the Legislature.

SB 328: RELATING TO FAIR EMPLOYMENT PRACTICES.

Prohibits noncompete agreements for low wage workers whose earnings do not exceed the greater of the hourly rate equal to the minimum wage required by applicable federal or state law or $15 per hour.

SB 311: PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 4, OF THE HAWAII STATE CONSTITUTION TO ESTABLISH LEGISLATIVE TERM LIMITS.

Proposes a constitutional amendment to limit the terms of members of the legislature to a maximum of six consecutive full terms in the house of representatives and three consecutive full terms in the senate, for terms beginning on the day of the general election of 2024, subject to a hiatus prior to serving any subsequent terms in the same house.

HB 25: RELATING TO PUBLIC SAFETY.

Prohibits any person, including a hotel guest, from storing, keeping, carrying, or possessing any firearm or ammunition in any hotel room assigned to a guest with certain exceptions.

SB 208: RELATING TO PUBLIC ACCOUNTANCY.

Establishes procedures for an out-of-state individual licensed as a certified public accountant or certain accountancy firms to be granted practice privileges in this State by the board of public accountancy if the licensee or firm meets certain qualifications and requirements for substantial equivalency. Makes conforming amendments to the laws relating to public accountancy to reflect practice privileges.
