SB 352: RELATING TO BOTTLED WATER.

Prohibits the sale or distribution of bottled water on state owned lands beginning 10/1/2019. Prohibits the sale or distribution of bottled water by permitted food trucks beginning 10/1/2020. Prohibits the sale or distribution of bottled water in the State beginning 12/31/2021. Prohibits the use of state funds to purchase bottled water. Provides for waivers and exclusions. Imposes civil penalties for violation. Establishes state policy on public water and bottled water.

SB 266: RELATING TO THE HAWAII TOURISM AUTHORITY.

Requires and appropriates funds for the Hawaii tourism authority to promote Hawaii's efforts to protect the environment, marine life conservation districts, and coral reefs and provide guidance on the dangers of sunscreens that contain oxybenzone and octinoxate and how tourists can help protect Hawaii's environment.

HB 291: RELATING TO MARIJUANA.

Authorizes the counties to adopt ordinances to legalize marijuana cultivation, possession, sale, transfer, and use, for persons over the age of twenty-one. Clarifies that medical use of cannabis laws and penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing marijuana and adopted administrative rules to regulate marijuana.

HB 271: RELATING TO MEDICAL INFORMED CONSENT.

Requires the Hawaii medical board to establish standards for health care providers to follow to ensure that a patient's consent to treatment is an informed consent. Requires that informed consent for a proposed medical or surgical treatment or a diagnostic or therapeutic procedure be obtained prior to the day of that treatment or procedure. Specifies that if the treatment or procedure is to occur on the same day it is scheduled, the informed consent shall be obtained at the time the decision is made to schedule that treatment or procedure.

HB 128: RELATING TO NOISE CONTROL.

Prohibits the use of audible reverse warning systems on vehicles operating in residential zones, except between the hours of 8:00 a.m. and 8:00 p.m. on any day. Requires operators of vehicles equipped with an audible reverse warning system to reverse the vehicle only when another person is available to direct the vehicle's reversing. Prohibits the use of motor vehicle with a gross combination weight rating of 26,001 pounds or more from operating in residential zones, except between the hours of 8:00 a.m. and 8:00 p.m. on any day. Subjects violators to a fine of up to $1,000.
