SB 564: RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires the department of human services, in consultation with the department of health, to establish a three year pilot project to procure services from a designated service provider to operate a facility to provide shelter and mental health treatment for homeless individuals with severe mental illness or severe co-occurring mental illness and substance use disorders who are subject to court-ordered assisted community treatment or court-ordered guardianship, and for homeless individuals who are mentally ill, frequent users of emergency medical services in early stages of initial treatment. Specifies requirements when petitioning the family court for court-ordered assisted community treatment or guardianship. Specifies requirements for the pilot project. Requires reports to the legislature, a memorandum of understanding, and submission of data about the pilot project. Appropriates funds.

SB 765: RELATING TO IRRIGATION.

Permits the transfer of operational authority over the portions of the East Kauai irrigation system operated and maintained by the East Kauai Water Users' Cooperative as of 7/1/2019, to the Department of Agriculture upon adoption of rules. Establishes positions within the Agricultural Resource Management Division. Authorizes GO bonds. Makes an appropriation.

SB 453: RELATING TO FORFEITURE.

Specifies that no property shall be forfeited unless the owner or interest-holder of the property has been convicted of a covered offense or indicted for a covered offense and there is a significant risk that the property will be destroyed or otherwise made unavailable, and the State has met its rebuttable presumption for forfeiture. Requires the State to show by clear and convincing evidence that a claimant's interest in the property is subject to forfeiture.

HB 635: RELATING TO LEGISLATIVE ACCESS THROUGH REMOTE TESTIMONY.

Requires each house of the Legislature to establish, by rule, procedures that enable the legislature to use remote testimony at legislative committee hearings to enable the public to present oral testimony at committee hearings and accommodate persons with disabilities. Appropriates funds.

SB 926: RELATING TO VACCINATIONS.

Remove the authority of the department of health to adopt, amend, or appeal vaccination and immunization recommendations of the United States Department of Health and Human Services Advisory Committee on Immunization Practices.

SB 744: RELATING TO MINIMUM WAGE.

Establishes a living wage rate to be adjusted according to the consumer price index. Requires the Department of Labor and Industrial Relations, on January 1, 2026, and each subsequent year, to increase the minimum wage rate by ten per cent or pursuant to the most recent adjusted living wage, whichever is lower.
