HB 644: RELATING TO CHILD SAFETY.

Establishes an income tax credit for transportation network companies or taxicab operators that establish a car seat program in Hawaii. Increases the child passenger restraint system tax credit.

SB 612: RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM PLUS.

Establishes the University of Hawaii Promise Program Plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in a bachelor's degree at the University of Hawaii who are (1) graduates of a University of Hawaii community college who received a Hawaii community college promise program scholarship; and (2) enrolled at any University of Hawaii campus. Appropriates funds to establish and implement the program.

SB 374: RELATING TO POST-SECONDARY EDUCATION.

Requires the University of Hawaii to collaborate with the Department of Education and the Department of Business, Economic Development, and Tourism to develop and implement an interactive web tool that will enable degree-seeking individuals to make better-informed decisions regarding their post-secondary education and career choices. Appropriates funds to develop web tool.

SB 613: RELATING TO CHECK CASHING.

Requires check cashers to be registered with the Department of Commerce and Consumer Affairs. Requires a check casher to offer a voluntary payment plan under certain circumstances. Provides the structure for voluntary payment plans. Clarifies that a customer may only have one outstanding deferred deposit transaction from any source. Amends notices required of check cashers. Removes the exemption from the regulations of check cashers for persons engaged in the bona fide retail sale of goods or services.

SB 386: RELATING TO MOTOR VEHICLE SUN SCREENING DEVICES.

Repeals provision requiring light transmittance of no less than thirty-five per cent on side and rear windows of certain vehicles using sun screening devices and glazing material. Expands exemption from regulation of sun screening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors.
