SB 1092: RELATING TO CHILD SUPPORT.

Provides due process by which the child support enforcement agency may restrict an obligor who is not in compliance with an order of support or individual who is not in compliance with a subpoena or warrant relating to a paternity or child support proceeding, from traveling outside of the State.

HB 1108: RELATING TO TOURISM.

Beginning July 1, 2022, requires persons who use the Na Ala Hele trail system for commercial purposes and applicants for new and renewal commercial use permits in state parks, small boat harbors, and ocean recreation management areas; instructor/operator permits; and common carrier certificates and contract carrier permits covering the transportation of passengers to hold and annually maintain a sustainable tourism certificate from the Hawaii Ecotourism Association, achieve and maintain green business recognition by the Hawaii Green Business Program, and ensure that at least one-third of staff members employed by the applicant who have direct contact with visitors are certified as professional tour guides. Requires the University of Hawaii to update the certification for professional tour guides curriculum and examination, subject to approval by the aha moku advisory committee, by June 30, 2020, and every ten years thereafter. Requires recertification and renewal of certification for professional tour guides every two years.

HB 1399: RELATING TO VOCATIONAL AND TECHNICAL EDUCATION.

Requires the DOE to establish a career and technology center program, to include career and technology centers for high school students on Oahu, Hawaii, Maui, and Kauai, and auxiliary centers on Lanai and Molokai. Requires the DOE to report to the 2019 legislature on the development and implementation of the program.

HB 17: RELATING TO EMINENT DOMAIN.

Requires the department of land and natural resources to acquire by eminent domain the seawall and the real property underneath the seawall that is located on or near the seaward boundaries of property between 2943 Kalakaua Avenue and 3019 Kalakaua Avenue. Appropriates funds to the department of land and natural resources for the just compensation of taking, and the repair and maintenance of the entire seawall and the real property under the seawall.

HB 544: RELATING TO LIABILITY.

Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county, shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street, if the ownership or jurisdiction over the street is in dispute between the State and the county.

SB 780: RELATING TO MEDICAL MARIJUANA.

Makes obtaining or attempting to procure medical marijuana fraudulently a petty misdemeanor instead of a class C felony. Makes distribution of medical cannabis to minors a misdemeanor instead of a class B felony. Repeals certain medical marijuana prohibitions related to unauthorized access to medical marijuana dispensaries and production centers. Makes conforming amendments.
