SB 1413: RELATING TO ELECTIONS.

Prohibits campaign contributions and loans from certain entities to members of the legislature and candidate and noncandidate committees during the legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Prohibits a member of the legislature from knowingly soliciting or accepting a contribution from a lobbyist or a lobbyist's principal during a legislative session, for five days following adjournment sine die, and during a special session in non-election years only. Takes effect on 1/1/2020.

HB 1212: RELATING TO TRANSIT-ORIENTED DEVELOPMENT.

Establishes Transit-Oriented Development Community Districts within the Hawaii Community Development Authority along certain rail stations in the Honolulu rail transit corridor. Allows HCDA to enter into public-private partnerships and lease-back agreements for public infrastructure development.

HB 1247: RELATING TO LAW ENFORCEMENT.

Prohibits state and county law enforcement agencies from complying with federal immigration detainers or honoring requests for non-public information unless specifically required to do so by a warrant signed by a judge or provisions of federal, state, or local law.

SB 1180: RELATING TO ENERGY ASSURANCE.

Addresses deficiencies in Hawaii's fuel shortage response and energy emergency (energy assurance) statutes; provides policy guidance on preparing for, responding to, recovering from, and mitigating against any actual or potential energy supply disruption or shortage to preserve the State's energy security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.

HB 1242: RELATING TO RENEWABLE ENERGY.

Require gas utility companies to establish renewable energy portfolio standards for gas. Provides means for gas utility companies to achieve the renewable energy portfolio standards for gas. Requires the public utilities commission to conduct a study of the renewable portfolio standards.
