SB 1535: RELATING TO CONCESSIONS ON PUBLIC PROPERTY.

Allows proposals to be submitted for concessions on public property. Establishes criteria for acceptance and awarding of proposals for concessions on public property. Specifies advertising requirements for bids or proposals and allows for online advertising. Requires that concession contracts be awarded by a procurement officer based on the rankings of a committee of a minimum of three individuals designated by the procurement officer to review and evaluate proposals from offerors. Requires that all persons involved in the review, evaluation, or awarding of concession contracts adhere to all requirements of ethical public procurement under section 103D-101, Hawaii Revised Statutes.

SB 1337: RELATING TO ENERGY EFFICIENCY.

Requires energy consumption benchmarking for all nonresidential buildings. Requires disclosure of resulting benchmarking data to a prospective property buyer, lessee, or lender.

HB 1450: RELATING TO CANNABIS.

Allows medical cannabis retail dispensing locations to deliver cannabis or manufactured cannabis products to qualifying patients. Changes the number of production centers that may be owned by a medical cannabis dispensary. Allows production centers to sell cannabis or manufactured cannabis products to the retail dispensing location of any licensed medical cannabis dispensary.

HB 1023: RELATING TO COMMERCIAL MARINE LICENSES.

Clarifies that the Department of Land and Natural Resources has the authority to establish different types of commercial marine licenses, including but not limited to commercial marine vessel licenses, fishery and gear-specific commercial marine licenses, and full-time and part-time commercial marine licenses. Requires any person providing fishing charter or guide services, whether vessel-based or shore-based, to first obtain a commercial marine license.

HB 1313: RELATING TO ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Amends section 329-104(c), Hawaii Revised Statutes, to allow the Department of Public Safety Narcotics Enforcement Division Administrator to disclose, at the Administrator's discretion, confidential information from the Electronic Prescription Accountability System, more commonly known as the Prescription Drug Monitoring Program, to authorized employees of the Department of Health Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch.
