HB 1057: RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND.

Repeal the requirement that each UH campus prepare an operations plan, to be reviewed by the President and VP for Budget and Finance and CFO of UH, for each fiscal year. Repeal the requirement that the moneys in the UH Tuition and Fees Special Fund for each UH campus to lapse to the credit of Program ID No. UOH900 (University of Hawaii, system wide support).

SB 1411: RELATING TO WORKERS' COMPENSATION.

Requires a physician or surgeon who performs a medical exam on an employee for workers' compensation purposes to be licensed in the State, possess medical malpractice insurance, and owe the same duty and standard of care to the injured employee as owed to a traditional patient. Makes permanent an employee's right to record medical examinations.

SB 1273: RELATING TO ELECTRONIC SMOKING.

Repeals sections 4 and 5 of Act 206, Session Laws of Hawaii 2018, which created an electronic smoking device retailer registration unit within the Department of the Attorney General and created a fine for delivery sales of electronic smoking devices to persons under the age of twenty-one. Amends chapter 245, Hawaii Revised Statutes, by clearly classifying e-liquid and electronic smoking devices containing e-liquid as tobacco products subject to the tobacco tax.

SB 1390: RELATING TO TRANSPORTATION.

Requires the department of transportation and the county transportation departments to adopt a vision zero policy that seeks to prevent and ultimately eliminate all traffic fatalities through a combination of engineering, enforcement, education, and emergency response strategies that focus on equity. Establishes a temporary working group to develop an action plan and review certain specified traffic policies and guidelines. Reports to legislature in 2020 and 2021. Appropriates funds.

SB 1518: RELATING TO GENERATION OF STATE REVENUES.

Creates a state lottery division within the department of budget and finance with rulemaking authority to implement a state lottery limited to the Powerball and Mega Millions lottery games. Allocates lottery profits to the general fund. Creates lottery and lottery prizes revolving funds. Appropriates funds.

HB 849: RELATING TO PUBLIC ACCESS TO THE SHORELINE IN SOUTH MAUI.

Requires the Department of Land and Natural Resources, in collaboration with the county councilmember representing the south Maui residency area, Kihei Community Association, and ‘Aha Moku O Kula Makai, to develop a master plan to expand public access to the shoreline in south Maui, particularly state-owned land. Appropriates funds.
