HB 1106: RELATING TO CONSERVATION DISTRICT PERMITS.

Specifies that, for purposes of emergency permits to alleviate coastal erosion in a conservation district, a land use shall be considered to be immediately threatened by coastal erosion that occurs within forty feet of the land use or that will threaten any structure in less than six months.

SB 1477: RELATING TO WAGES.

Increases the minimum wage rate to $11.10 per hour beginning 01/01/20, $12.10 per hour beginning 01/01/21, $13.10 per hour beginning 01/01/22, $14.10 per hour beginning 01/01/23, and $15.00 per hour beginning 01/01/24. Beginning 01/01/20, allows an employer to pay to an employee a wage that is at least ninety per cent of the applicable minimum wage rate if the employer employs ten or fewer employees, the employee receiving the wage is under the age of eighteen, or during the employee's initial thirty days of employment with the employer.

SB 1272: RELATING TO TAX RETURN PREPARERS.

Requires any tax preparer with a preparer tax identification number issued by the Internal Revenue Service to furnish the preparer's tax identification number on any return or claim for refund as required by the Department of Taxation. Authorizes the Department of Taxation to require preparer tax identification number disclosure on any form or document and provides penalties for failure to comply. Effective upon approval; provided that tax return preparers shall not be liable for penalties prior to January 1, 2020.

HB 1473: RELATING TO ELECTRIC GUNS.

Repeals the ban on electric guns. Establishes a regulatory structure for the sale and transfer of electric guns by licensed persons. Restricts the use, storage, transfer, and disposal of electric guns. Requires training and education on electric guns. Prohibits certain individuals from possessing and using electric guns. Prohibits the use of electric guns in the commission of crimes.

SB 1478: RELATED TO PARKING.

Appropriates funds to the City and County of Honolulu for the purposes of curb painting to indicate areas where parking is prohibited beside driveway entrances in Congressional District 1.
