Assists small business in the state procurement process by establishing a temporary small business assistance initiative, small business advisory group, small business office, and small business procurement coordinator position within the State Procurement Office. Appropriates funds. (HB1382 CD1)
Allows a waiver of the one-year residency requirement for certain appointive officers when the officer is employed as the head of a county police department. Clarifies that all appointed officers in the service of state or county government, other than the head or deputy or assistant to the head of a state or county department, be residents of the State at the time of their appointment, and citizens, nationals, permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Temporarily exempts the Department of Transportation and its contractors from certain state requirements for certain bridge rehabilitation projects by extending the end date to June 30, 2022. (CD1)
Amends the definition of "community-based organization." Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations. Reduces the number of Community-Based Economic Development Advisory Council members from twelve to ten. (CD1)
Requires the State to expand strategies and mechanisms to reduce greenhouse gas emissions statewide in alignment with the principles and goals adopted in the Paris Agreement. Renames the Interagency Climate Adaptation Committee as the Hawaii Climate Change Mitigation and Adaptation Commission. Clarifies the duties of the Commission. Repeals the Commission effective 7/1/2022. Makes appropriations for purposes of this Act and a climate change mitigation and adaptation coordinator position. (CD1)
Repeals the requirement that certain applicants for procurement contracts for health and human services possess all licenses necessary to conduct the subject business. Repeals the requirement that all contracts include only costs, fees, and taxes reflected on the face of the proposal. (CD1)
Establishes the Carbon Farming Task Force within the Office of Planning to identify agricultural and aquacultural practices to improve soil health and promote carbon sequestration in the State's agricultural and aquacultural sectors. Appropriates funds. (HB1578 CD1)
Appropriates funds to the Department of Land and Natural Resources to assist and provide supplemental funds to the National Wildlife Research Center of the U.S. Department of Agriculture to research the adverse effects of the rose-ringed parakeet on Kauai and develop and begin implementation of a control plan to reduce the negative impacts. Authorizes the Department of Health, working in consultation with the Department of Human Services, to allow two private-pay individuals to be cared for in the same community care foster family home after consideration of specified relevant factors. (HB1396 CD1)
Adds to the General Appropriations Act of 2015 a budget proviso to permit the utilization of the Department of Transportation, Airports Division, Project Adjustment Fund. Requires the Governor to report to Legislature prior to the 2018 Regular Session. (HB1152 CD1)
Brings the State into compliance with the federal Justice for Victims of Trafficking Act of 2015 and the federal Child Abuse Prevention and Treatment Act of 2010. Amends the definition of "child abuse or neglect" to include sex trafficking or severe forms of trafficking in persons. Clarifies that records and information contained in child abuse and neglect reports that are expunged from the State's central registry may be retained by the Department of Human Services solely for future risk and safety assessment purposes. Deletes the child abuse investigation disposition of "unsubstantiated" and replaces it with "not confirmed". (HB1099 CD1)
Appropriates funds for fiscal biennium 2017-2019 for Hawaii employer-union health benefits trust fund costs for public employees in collective bargaining units (7), (1), and (10) and their excluded counterparts. (CD1)
