HB 1534: RELATING TO RESIDENCE REQUIREMENTS FOR APPOINTED OFFICERS.

Allows a waiver of the one-year residency requirement for certain appointive officers when the officer is employed as the head of a county police department. Clarifies that all appointed officers in the service of state or county government, other than the head or deputy or assistant to the head of a state or county department, be residents of the State at the time of their appointment, and citizens, nationals, permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. SB 1016: RELATING TO TRANSPORTATION.

SB 559: RELATING TO CLIMATE CHANGE.

Requires the State to expand strategies and mechanisms to reduce greenhouse gas emissions statewide in alignment with the principles and goals adopted in the Paris Agreement. Renames the Interagency Climate Adaptation Committee as the Hawaii Climate Change Mitigation and Adaptation Commission. Clarifies the duties of the Commission. Repeals the Commission effective 7/1/2022. Makes appropriations for purposes of this Act and a climate change mitigation and adaptation coordinator position. (CD1)

SB 149: RELATING TO PROCUREMENT.

Repeals the requirement that certain applicants for procurement contracts for health and human services possess all licenses necessary to conduct the subject business. Repeals the requirement that all contracts include only costs, fees, and taxes reflected on the face of the proposal. (CD1)

HB 655: RELATING TO THE ROSE-RINGED PARAKEET.

Appropriates funds to the Department of Land and Natural Resources to assist and provide supplemental funds to the National Wildlife Research Center of the U.S. Department of Agriculture to research the adverse effects of the rose-ringed parakeet on Kauai and develop and begin implementation of a control plan to reduce the negative impacts. HB 1099: RELATING TO REPORTS OF CHILD ABUSE.

Brings the State into compliance with the federal Justice for Victims of Trafficking Act of 2015 and the federal Child Abuse Prevention and Treatment Act of 2010. Amends the definition of "child abuse or neglect" to include sex trafficking or severe forms of trafficking in persons. Clarifies that records and information contained in child abuse and neglect reports that are expunged from the State's central registry may be retained by the Department of Human Services solely for future risk and safety assessment purposes. Deletes the child abuse investigation disposition of "unsubstantiated" and replaces it with "not confirmed". (HB1099 CD1)
