HB 599: RELATING TO THE HAWAII STATE PLAN.

Amends Hawaii State Planning Act to prioritize housing opportunities for extremely low- to above moderate- income households, require periodic updates to functional plans, and amend member nomination process for advisory committees for the functional plans. (SD2)

SB 133: RELATING TO PUBLIC EMPLOYEES' FRINGE BENEFITS.

Requires EUTF's actuary to prepare a valuation report annually. Requires the annual valuation to include an update of assumptions specific to the EUTF, as deemed necessary by the actuary, at least once in a three-year period. Reduces the maximum period between experience studies of the ERS from five years to three years. (SB133 HD2)

HB 1027: RELATING TO NONPROFIT CORPORATIONS.

Amends the nonprofit corporations law to: restore procedures that allow nonprofit corporations to convert into and out of domestic nonprofit corporations; impose a duty of loyalty on directors and officers of nonprofit corporations; and increase the length of time the attorney general has to review proposed dissolutions of public benefit corporations. HB 1098: RELATING TO HOMELESS SHELTERS.

Provides that emergency shelters may have partitioned space for homeless persons or families based on Department of Human Services (DHS) guidelines. Delays the emergency or transitional shelter compliance requirements per Act 234, Session Laws of Hawaii (SLH) 2016, for contracts between DHS and emergency or transitional shelter provider agencies. Delays the effective date of Act 234, SLH 2016, except section 6(c) of the Act. (HB1098 CD1)

HB 912: RELATING TO NURSING.

Allows advanced practice registered nurses who hold an accredited national certification in an advanced practice registered nurse psychiatric specialization to offer care and services to minors and patients in assisted community treatment programs similar to care and services offered by physicians and other health care service providers. Requires advanced practice registered nurses proving care and services to patients in assisted community treatment to hold prescriptive authority. (SD1)

HB 651: RELATING TO CONSUMER CREDIT REPORTING AGENCIES.

Requires a consumer credit reporting agency to create a record for protected consumers, including minors under the age of sixteen and incapacitated persons, who do not have an existing credit file. Permits a representative of a protected consumer to place a security freeze on the protected consumer's credit report or any record created for the protected consumer. Effective 1/1/2018. (SD1)

SB 194: RELATING TO TUBERCULOSIS TESTING.

Authorizes the Department of Health and Department of Education to accept the results of any tuberculosis blood test approved by the Food and Drug Administration and recommended by the Centers for Disease Control and Prevention for purposes of a certificate of tuberculosis examination and clearance to attend public school. (CD1)
