Adopts a more explicit definition of "small business"; clarifies the powers of the Small Business Regulatory Review Board; increases the number of board members, with two nominated by the Board; clarifies when agencies are required to report to the Board and when the Board is required to report to the Legislature. Permits persons licensed as an electrical or plumbing contractor under this chapter to enter into contracts to perform electrical or plumbing work; provided that if a contractor's responsible managing employee, which includes a sole proprietor, is not licensed in accordance with chapter 448E, HRS, then the contractor shall employ individuals licensed in accordance with chapter 448E, HRS, to actually perform the electrical or plumbing work. Exempts employees of public utilities and community antennae television companies. (CD1)
Increases the Hula Mae Multifamily Revenue Bond authorization amount from $1,000,000,000 to $1,500,000,000. Requires the Hawaii Housing Finance and Development Corporation to submit annual reports to the Legislature describing the activity of the revenue bond. (CD1)
Authorizes the Office of Information Practices to adopt administrative rules regarding protection of state and county agency records subject to disclosure and other rules necessary to administer the Uniform Information Practices Act. (CD1)
Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit. (CD1)

Requires all child care providers to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration and disclosure of insurance-related information to certain parents or guardians. Requires the Department of Human Services to submit a report to the Legislature prior to the 2018 Regular Session. (HB674 CD1)
Amends the Industrial Hemp Pilot Program by restricting cultivation of industrial hemp under the pilot project to agricultural lands and requires counties to recognize it as an agricultural product, use, or activity. Allows license application year-round. Repeals certain physical facility requirements. Repeals the requirement for a movement permit to transport industrial hemp grain or plant material. (CD1)
Grants an employee the right to have a chaperone present during an independent medical examination relating to a work injury for workers' compensation purposes and, with the approval of the examining physician or surgeon, to record the medical examination. Specifies that if an employee or employee's chaperone obstructs the medical exam, the employee's right to workers' compensation shall be suspended until the obstruction ceases. Repeals on 6/30/2019. Appropriates funds for the judiciary for the fiscal biennium beginning 7/1/2017 and ending 6/30/2019. Effective 7/1/2017. (CD1)
Authorizes issuance of general obligation bonds. Makes findings required by Article VII, Section 13, of the State Constitution to declare that issuance of authorized bonds will not cause the debt limit to be exceeded. (HB143 CD1)
