Prohibits denying a student a meal for failure to pay within: (1) The first 21 days of the first semester of a school year while the student's application for free or reduced lunch is being processed; or (2) 7 days after the student's meal fund account balance is zero or negative. Authorizes the Department of Education to adopt rules or policies for the collection of funds for negative student meal balances. Requires a report to the Legislature. (CD1)

Allows the news media, under certain conditions, to access areas that are closed pursuant to emergency management powers of the Governor and Mayor. Limits the liability of the Senate and counties. Specifies that the State, counties, and designated emergency management authority are not responsible for providing logistical support to media accessing emergency areas. (CD1)
Provides that circuit and family courts shall have concurrent jurisdiction over certain felonies under certain circumstances involving the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, or endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person under certain conditions. Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, unit owners, and persons acting on behalf of associations or unit owners from retaliating against a unit owner, board member, managing agent, resident manager, or association employee who files a complaint; acts in furtherance of a complaint, report, or investigation of an alleged violation of the State's condominium laws or a condominium's governing documents; or exercises or attempts to exercise any right as a unit owner. Requires the Governor to submit summarized comparisons by department of the following for fiscal year 2017-2018 and fiscal year 2018-2019: (1) budgeted and actual/estimated expenditures for operating costs, with breakdowns by cost elements and means of financing; and (2) the position ceiling and number of positions filled or estimated to be filled. Requires this information to be submitted with the variance report for 2019, with a recommendation of whether similar information should be required in future variance reports. (CD1)
Authorizes the counties, through their employees or authorized agents, to enter private property to control or eradicate invasive species and pests. (HB606 CD1)
Repeals chapter 514A, Hawaii Revised Statutes, relating to condominium property regimes, and ensures that all condominiums in the State are governed under chapter 514B, Hawaii Revised Statutes, relating to condominiums. Effective 1/1/2019. (CD1)
