HB 794: RELATING TO ENERGY AT THE UNIVERSITY OF HAWAII.

Establishes the University of Hawaii (UH) Green Special Fund to support energy efficiency, renewable energy, and sustainability projects and services, and planning, design, and implementation of sustainability projects for UH's benefit. Requires UH to submit an annual report to the Legislature. (HB794 CD1)

SB 100: RELATING TO TAXATION.

Delays the reviews by the Auditor of tax exemptions, exclusions, credits, and deductions. Provides the Auditor with access to DOTAX records for the reviews and establishes confidentiality requirements concerning the data. Requires the reviews be made on a calendar year basis. Adds the organic foods production income tax credit to the schedule of review. Amends the review criteria regarding the legislative purpose of an exemption, exclusion, credit, or deduction to provide more discretion to the Auditor. (CD1)

SB 99: RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM.

Prohibits any county from disqualifying a legal nonconforming dwelling unit from the Housing Choice Voucher Program if the unit meets zoning and building code requirements and other program standards such as health and safety standards. (CD1)

SB 786: RELATING TO MEDICAL MARIJUANA.

Amends Hawaii Revised Statutes and Hawaii Administrative Rules to substitute references to "medical marijuana" and like terms with "medical cannabis" and like terms. Requires the Department of Health to make all conforming revisions to Administrative Rules upon their next amendment and to other documents and items by December 31, 2019. (CD1)

SB 387: RELATING TO HEALTH INSURANCE.

Requires a health carrier with a network plan to maintain a network that includes sufficient numbers of appropriate types of providers to ensure that covered persons have access to covered services. Specifies contract, disclosure, continuity of care, and directory publication requirements. (CD1)

SB 976: RELATING TO TIER II FILING FEES FOR REPORTING OF HAZARDOUS SUBSTANCES.

Changes the Hawaii Emergency Planning and Community Right-To-Know Act, Tier II filing fee from $100 to $200, to provide needed preparedness resources to Local Emergency Planning Committees. (CD1)

Requires all limited service pregnancy centers to disclose the availability of and enrollment information for reproductive health services. Defines limited service pregnancy center. SB 119: RELATING TO PAYMENT OF RENT.

Establishes a cap of eight per cent on late rent payment fees, applicable to all new rental agreements and rental agreement renewals entered into on or after the effective date of this measure. Effective 11/1/2017. (CD1)

HB 306: RELATING TO CONTINUOUS ALCOHOL MONITORING FOR REPEAT OFFENDERS.

Authorizing the fitting of a continuous alcohol monitoring device on persons charged for operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant if the person: (1) Is a repeat intoxicated driver; or (2) Is currently awaiting a pending criminal investigation or prosecution for one or more prior charges of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant. Establishes a process for certain persons to receive financial relief for the cost of the monitoring devices. Requires the administrative director of the courts to submit a report to the legislature evaluating the effectiveness of the alcohol monitoring devices and any known effect on the ignition interlock devices.
