HB 575: RELATING TO PUBLIC LANDS.

Establishes a process for the re-leasing or renegotiation of a lease for public lands classified as commercial or industrial use near the end of the life of the lease. Permits DLNR to extend public land leases to school or government entities without recourse to auction, with certain exceptions. (HB575 CD1)

SB 288: RELATING TO SELF-SERVICE STORAGE FACILITIES.

Authorizes motor vehicle and boat towing options for self-service storage facilities after sixty or more days of delinquency; provided that an occupant is provided notice. Requires owners to notify occupants via electronic mail or regular mail, except for the final demand and notice of sale, which must be provided via electronic mail and certified mail. Allows owners to publish notices of sales in any commercially reasonable manner, and conduct sales online. Requires limitations on value provisions to be provided for in a contract. Requires owners to notify occupants of the changes in the law. (CD1)

HB 1325: RELATING TO BIOSECURITY.

Requires the Department of Agriculture to establish and report to the Legislature on parameters and construction requirements for biosecurity facilities that provide for and ensure the safety of agricultural and food commodities. Makes appropriations for the biosecurity program, including projects for import replacements of high risk crops. (HB1325 CD1)

HB 498: RELATING TO EARLY LEARNING.

Broadens the scope of the Early Learning Program to include early childhood development. Expands the function of the Early Learning Board beyond an advisory capacity and amends the composition and powers of some board members. SB 1286: RELATING TO PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOLS.

Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)

SB 407: RELATING TO COUNTIES.

Allows the counties to make short term investments with similar authority as the state director of finance. Requires counties' investments in bonds of any improvement district to be of investment grade or supported by the general obligation pledge of the county in which the improvement district is located.
