Prohibits specific state-licensed persons who are licensed to provide professional counseling from engaging in, attempting to engage in, or advertising sexual orientation change efforts on minors. Establishes the sexual orientation counseling task force to address the concerns of minors seeking counseling on sexual orientation, gender identity, gender expressions, and related behaviors. (CD1)
Deposits moneys received in 2018 pursuant to the Tobacco Master Settlement Agreement into the Emergency and Budget Reserve Fund. Specifies that Tobacco Settlement Special Fund excess moneys shall be used to supplant any losses that result from any discount or reduction taken against regular Master Settlement Agreement payments received by the State between calendar years 2018 and 2022. Authorizes the Director of Finance to transfer excess balances from the Natural Area Reserve Fund into the general fund. Appropriates moneys in fiscal year 2017-2018 to the Department of Defense for disaster and flood relief for the County of Kauai and other areas of the State. (CD1)
Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2018 to 3/31/2019. (HB2587 CD1)
Provides that negotiations over the implementation of management decisions affecting the terms and conditions of employment that are subject to collective bargaining are not precluded from collective bargaining negotiations. Specifies that negotiations over the procedures and criteria of certain subjects of bargaining shall not compel either party to agree to a proposal or make a concession. (SD1)

Requires certain private streets, highways, or thoroughfares in a development district of the HCDA to conform to county construction and maintenance standards. Makes owners who charge a fee to use private roads responsible for the costs of conforming and maintaining the private roads. Exempts private roads used solely by the owner or its employees. On or before January 1, 2020, requires the PUC to establish performance incentive and penalty mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Exempts member-owned cooperative electric utilities. Effective 7/1/2018. (SD2)
Requires public employees in collective bargaining units to provide written notification to the exclusive representative to discontinue payroll assignments within a certain time period. Establishes a regulated process under which an adult resident of the State with a medically confirmed terminal disease and less than six months to live may choose to obtain a prescription for medication to end the patient's life. Imposes criminal sanctions for tampering with a patient's request for a prescription or coercing a patient to request a prescription. (HB2739 HD1)
