Establishes a youth commission within the Office of Youth Services to advise the Governor and Legislature on the effects of legislative policies, needs, assessments, priorities, programs, and budgets relating to youth. Appropriates funds. (HB1716 CD1)
Improves access for firefighters to comprehensive medical benefits under the Workers' Compensation Law upon diagnosis of cancer that is presumed to arise out of and in the course of employment. Requires private health care plans to pay for or provide medical care, services, and supplies to injured employees for controverted workers' compensation claims that are accepted or determined to be compensable. Creates a Hawaii Sexual Assault Response and Training Program to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Specifies that citizen administrative complaints against a police officer that involve allegations of domestic abuse by the police officer against a family or household member shall not be required to be filed as a notarized or sworn written statement. (HB2133 CD1)
Amends the offense of violation of privacy in the first degree to prohibit threats or acts to disclose an image or video. Requires that any recording or image made or disclosed be destroyed or sealed and remain confidential. (HB2134 CD1)
Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including: extending dependent coverage for adult children up to 26 years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions. Permits brewpub and small craft producer pub licensees to allow minors, who are accompanied by a parent or legal guardian of legal drinking age, on the licensee's premises. (SD1)

Authorizes the Hawaii Technology Development Corporation to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the United States Department of Defense, Office of Naval Research. Makes appropriations. (HB2075 CD1)
Requires the county liquor commissions to reduce submission requirements for the issuance of temporary licenses for the sale of liquor for a period not to exceed one day for fundraising events by nonprofit organizations. Permits nonprofit organizations that have been issued a temporary liquor license for a fundraising event the ability to auction off, at a live or silent auction, liquor in sealed or covered containers or services that provide liquor. Defines "nonprofit corporation" to mean charitable 501(c)(3) organizations. (SD1)
Requires the Director of Transportation to adopt rules to allow an individual who has a letter from a licensed primary care provider certifying that a severe disability causes the individual to be homebound to renew a State identification card by means other than an in person appearance. (CD1)
Clarifies that found electronic devices that may contain personal information shall be sanitized before they are provided to finders or disposed of by public auction or other means. (CD1)
