SB 3000: RELATING TO INNOVATION BUSINESS.

Establishes the research and development program in the Hawaii technology development corporation to help Hawaii-based small businesses optimize research and development performed in Hawaii. Establishes the research and development special fund. Appropriates funds for the purposes of the research and development program. (CD1)

SB 2487: RELATING TO HEALTH.

Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital. (CD1)

SB 2909: RELATING TO LAW ENFORCEMENT.

Requires the Legislative Reference Bureau to conduct a study that examines consolidating the law enforcement activities and responsibilities of various state divisions and agencies under a single, centralized state enforcement division or agency. (CD1)

SB 3058: RELATING TO PUBLIC LANDS.

Defines the Hilo community economic district. Authorizes BLNR to extend or modify the terms of certain public land leases within the economic district upon approval by BLNR of a lessee's development agreement to make substantial improvements to or construct new improvements on the land as long as the length of any extension granted does not extend the original lease term by more than 40 years. Establishes conditions for BLNR to approve any extension of the fixed rental period of term of certain public land leases in the economic district. Establishes causes of economic hardship for which BLNR may modify or eliminate any of the existing statutory restrictions on public land leases in the economic district, extend or modify the fixed rental period of these leases, or extend the term of these leases and amends the conditions for BLNR's approval of any such modification, elimination, or extension. Establishes a separate request for interest process to public lands in the economic district. Requires qualified bidders to deposit an amount equal to one per cent of the value of the leasehold improvements. (CD1)

HB 1934: RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits the director of health from issuing permits for the construction of sewage wastewater injection wells unless alternative wastewater disposal options are not available, feasible, or practical. (SD2)

HB 2373: RELATING TO THE SHARING OF VITAL STATISTICS RECORDS WITH DEPARTMENT OF HEALTH PROGRAM EMPLOYEES FOR APPROVED RESEARCH PURPOSES.

Authorizes the Department of Health, under specified circumstances, to disclose information in public health statistics records to Department employees acting within the scope of their employment for approved research purposes upon approval by the Department's Institutional Review Committee. Establishes conditions under which those records may be disclosed with and without informed consent. (HB2373 CD1)
