HB 2375: RELATING TO TEMPORARY DISABILITY INSURANCE.

Permits advanced practice registered nurses to certify an employee's disability. Increases the penalty an employer is assessed for failing to submit timely wage and employment information. Permits filing of an appeal of a decision related to temporary disability insurance at the various offices of the Department of Labor and Industrial Relations throughout the State. Allows the department to send notices of hearing electronically or by first-class mail. Clarifies that when the notice of hearing cannot be delivered to a party in the appeal, the notice may be given by online posting on the department's webpage. Allows the parties to a hearing to appear in person, via telephone, or by other communication devices. (SD1)

HB 1895: RELATING TO HEALTH.

Establishes positions and appropriates funds to assist in the review, certification, and recertification of dialysis centers and other health care facilities under the purview of the Department of Health. Establishes the Electronic Smoking Device Retailer Registration Unit within the Department of the Attorney General. Requires retailers of electronic smoking devices to register with the unit. Declares that sales of cigarettes, tobacco products, and electronic smoking devices are a statewide concern. Restricts locations where retailers may display cigarettes and tobacco products. Requires that retailers of tobacco products and electronic smoking devices check the identification of tobacco or electronic smoking device purchasers. Makes it unlawful for a person under the age of 21 to possess any tobacco product or electronic smoking device. Establishes procedures for the forfeiture and destruction of tobacco products and electronic smoking devices under certain circumstances. Extends restrictions on the sale of electronic smoking devices to delivery sales of electronic smoking devices. Effective 7/1/2018. (CD1)

HB 1650: RELATING TO CHILD SAFETY.

Authorizes the Department of Human Services to disclose certain information regarding confirmed cases of child abuse or neglect. Establishes a working group to improve safety in child care settings. HB 2694: RELATING TO FEES.

Requires the Department of Health to furnish, free of charge, certified copies of birth certificates for any individual who is homeless, provided the individual's homeless status is corroborated by a verification letter issued by a homeless service provider. Repeals June 30, 2021. (HB2694 CD1)

HB 2377: RELATING TO WORKERS' COMPENSATION.

Establishes training options as part of vocational rehabilitation for injured employees when training for employment in another occupational field is required for the employee and as part of the employee's rehabilitation plan. Provides that all professional and clerical employees of the Department of Labor and Industrial Relations Rehabilitation Unit are to be administered by the DLIR Director. (SD1)

HB 2208: RELATING TO ASSOCIATION HEALTH PLANS.

Requires association health plan policies to comply with the laws of this State regardless of the association's domicile. Enables certain voluntary associations, including employer associations that issue association health plans, to qualify for authorization to transact insurance in the State. (HB2208 CD1)

HB 2271: RELATING TO THE PRACTICE OF BEHAVIOR ANALYSIS.

Updates and standardizes the terminology used to refer to behavior analysts and applied behavior analysis. Clarifies the licensing exemptions for certain individuals who provide behavior analysis services. Requires the Department of Education to create and implement a plan to provide Medicaid billable applied behavior analysis services to all students diagnosed with autism spectrum disorder within the Department. Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for knowingly referring or transferring patients to uncertified or unlicensed care facilities, with certain exceptions. SB 2087: RELATING TO EMERGENCY RESCUE DEVICES.

Amends Hawaii's Good Samaritan Law to provide civil liability exemption for persons who in good faith, without remuneration or expectation of remuneration, attempt to rescue a person with a rescue tube and for owners and operators of any premises, property, or facility that is adjacent to navigable waters, where rescue tubes are located.
