HB 1873: RELATING TO CONDOMINIUMS.

Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condominium unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures that provide condominium owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment. SB 208: RELATING TO UNCLAIMED LIFE INSURANCE BENEFITS.

Adopts the National Conference of Insurance Legislators' Model Unclaimed Life Insurance Benefits Act, which requires life insurers to conduct database searches using the federal Social Security Administration's death master file or similar database to determine whether an insured has died. Requires life insurers to use good faith efforts to locate any beneficiaries to a policy, contract, or retained asset account. Authorizes the insurance commissioner to use discretion to limit, exempt, or phase-in compliance with requirements under certain circumstances. (CD1)

SB 2646: RELATING TO PRESCRIPTION DRUGS.

Requires prescribers of certain controlled substances to consult the State's Electronic Prescription Accountability System before issuing a prescription for the controlled substance, under certain circumstances. Provides that a violation by a prescriber shall not be subject to criminal penalty provisions but that a violation may be grounds for professional discipline. Repeals on 6/30/2023. (CD1)

HB 2507: RELATING TO PRESCHOOLS.

Makes housekeeping amendments to remove preschools from the Superintendent's scope of authority and to clarify that the Executive Office on Early Learning Director may authorize preschool personnel access to a student's immunization registry information. Requires the DOE to administer special education and Title I funded programs at the prekindergarten level. (SD1)

HB 2384: RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

SB 2791: RELATING TO JUVENILE JUSTICE REFORM.

Permits the establishment of the Kawailoa Youth and Family Wellness Center within the Department of Human Services under the supervision of the Office of Youth Services and the Hawaii Youth Correctional Facilities. Clarifies that the Department of Education shall be the sole provider of standards-based education for youth adults at risk and young adults identified with special needs or actively receiving special education services. SB 2490: RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT.

Specifies certain recall reimbursement or repair requirements for manufacturers where a stop-sale order has been issued. Authorizes a license holder to engage in business at motor vehicle dealer locations that are affiliated by common ownership under the same license. Clarifies when certain manufacturers' or distributors' sales or service performance standards shall be deemed unreasonable, arbitrary, or unfair. Prohibits a manufacturer or distributor from requiring a dealer to perform certain construction or renovations to the dealer's facilities; purchase items for a dealership facility in certain circumstances; or provide certain consumer and proprietary data; unless certain conditions are met.
