HB 2228: RELATING TO PARTIAL PUBLIC FINANCING OF ELECTIONS.

HB 2228 increases matching funds for candidates participating in the state's partial public financing program. It specifically raises the amount of public money matched for "excess qualifying contributions" beyond the program's base threshold. This change directly affects candidates who receive small donations under the program, potentially providing them with more public funding for their campaigns. The bill is currently in early stages of the legislative process.

SB 3056: RELATING TO LAW ENFORCEMENT.

SB 3056 expands an existing agricultural enforcement pilot program operated by the Department of Law Enforcement to include the islands of Kauai and Maui. This bill directly affects agricultural operations (such as farms and ranches) on those islands, as the program will now apply to enforcement activities there. The key mechanism is extending the geographic scope of the current pilot program, which focuses on enforcing agricultural regulations, to these two additional locations. The bill does not change enforcement standards or create new laws, only broadens where the existing pilot program operates.

SB 3023: RELATING TO PREFERRED NAMES.

SB 3023 requires the state Department of Education to create a formal process allowing public school students to use their preferred names on school records, communications, and identification instead of their legal names. This directly affects all K-12 students in public schools who wish to use a name different from their legal name for personal, cultural, or gender identity reasons. The key mechanism mandates the department to develop and implement this process, ensuring schools can update student information systems and staff communications accordingly.
