SB 430: RELATING TO ATHLETE AGENTS.

Adopts the Revised Uniform Athlete Agents Act (2015), which: expands the definition of "athlete agent", who shall register with the director of commerce and consumer affairs, to include individuals who, for compensation or the anticipation of compensation, serve a student athlete as a financial advisor or business manager; requires reciprocity for athlete agents who are registered in more than one state; strengthens requirements for athlete agent contracts; and strengthens requirements under which athlete agents shall notify the educational institution at which a student athlete is enrolled. HB 54: RELATING TO SMALL BOAT HARBORS.

Prohibits the Chairperson of BLNR from adopting any rule with respect to a small boat harbor where a marine fueling station has been established that requires the exclusive fueling of vessels from that station only.

HB 1508: RELATING TO ENERGY EFFICIENCY.

Establishes a demonstration project for building energy efficiency designs within the Department of Transportation. Requires all state buildings built or renovated after July 1, 2020, to incorporate certain energy efficient practices. Appropriates special funds. (HB1508 HD2)

HB 1308: RELATING TO HOMEOWNERS ASSOCIATIONS.

Requires the Auditor to conduct a study, including a cost analysis, on the necessity and feasibility of establishing an agency within the Department of Commerce and Consumer Affairs to regulate homeowners associations, and to submit a report of its progress to the Legislature prior to the 2018 Regular Session. SB 657: RELATING TO MOTOR VEHICLE RENTAL INDUSTRY.

Amends the prorated amount of vehicle license and registration fee and weight taxes that rental car companies may pass on to lessees. Requires the motor vehicle rental industry to report to the legislature prior to the regular session of 2019 and defines vehicle license recovery fee for purposes of the report. Effective 3/1/2050. SB 617: RELATING TO RESEARCH AND TECHNOLOGY GRANTS.

Establishes the research and technology grant program within the high technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects. Establishes program guidelines and eligibility criteria for research and technology companies. Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels. Appropriates funds to the program. Effective 7/1/2050. (SD1)

HB 145: RELATING TO NET INCOME TAX.

Restores the deduction for state taxes paid for taxpayers with income above specified thresholds. Establishes limitations on claims for itemized tax deductions, based on taxpayer's federal adjusted gross income. (HB145 HD1)

SB 855: RELATING TO ELECTIONS.

Provides that the submission of a voter registration application either to register to vote or update the voter's registration information constitutes a request for permanent absentee voter status unless the applicant specifically indicates the applicant does not wish to be a permanent absentee voter. HB 773: RELATING TO INDUSTRIAL HEMP.

Makes modifications to the Industrial Hemp Pilot Program by permitting submission of a license application at any time during the year in which the applicant plans to grow industrial hemp, amending physical facility requirements, and repealing the requirement for a movement permit to transport plants or plant material. HB 1457: RELATING TO AQUATIC LIFE.

Requires the Division of Aquatic Resources to promote education about nearshore reef wildlife and to develop a comprehensive plan, programs, and policies for its sustainable management. Places a temporary ban on the issuance of new aquarium fish permits; provided that existing permits may continue to be renewed and shall be non-transferable. (HB1457 HD2)
