HB 860: RELATING TO ACTIONS FOR QUIET TITLE.

Provides that where a quiet title action involves kuleana land, at the request of a defendant or defendants, the court shall order mandatory mediation or consolidation of separate actions, respectively; defendant's access to the land for native Hawaiian cultural and traditional practices shall not be extinguished or alienated; and plaintiff shall not recover cost, expenses, or attorney's fees. SB 1221: RELATING TO FOOD SAFETY.

SB 1170: RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. SB 412: RELATING TO CAMPAIGN FINANCE.

Replaces the Hawaii election campaign fund with the general revenues of the State as the funding source for the operating expenses of the campaign spending commission. Allows the commission to use moneys from the Hawaii election campaign fund for investigations if the commission determines that its operating expenses appropriated from general revenues will be insufficient to cover the costs of investigations. Appropriates general revenues to the commission for operating expenses. Takes effect on 01/07/2059. (SD2)

HB 1566: RELATING TO THE PUBLIC UTILITIES COMMISSION.

Establishes "substantial net benefit" as the public utilities commission's standard for a merger involving an electric public utility and allows the commission to establish reasonable criteria to determine whether a "substantial net benefit" exists in a proposed merger involving an electric public utility.
