SB 974: RELATING TO PARKING FOR DISABLED PERSONS.

Limits the exemption from payment of parking meter fees to vehicles that display a distinguishing parking permit or decal issued to an applicant who presents a certificate of disability that verifies that the applicant is licensed to drive a motor vehicle and cannot reach or operate a parking meter because of a physical disability. Takes effect 7/1/2018. (SD2)

SB 971: RELATING TO EMERGENCY MEDICAL SERVICES.

Repeals the Emergency Medical Services Special Fund and deposits moneys from the fund's revenue sources into the general fund, and appropriates an equivalent amount of general funds for the Department of Health. Effective 7/1/2050. (SD2)

SB 403: RELATING TO HEALTH INSURANCE.

Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, including: preserving the individual health insurance mandate for taxpayers; preserving the premium tax credit for individuals and families with low or moderate income; requiring all health insurance entities, including health benefits plans under chapter 87A, HRS, to include ten essential health care benefits, plus additional contraception and breastfeeding coverage benefits; extending dependent coverage for adult children until the children turn twenty-six years of age; prohibiting health insurance entities from imposing a preexisting condition exclusion; prohibiting health insurance entities from using an individual's gender to determine premiums or contributions; and prohibiting health insurance entitles from discriminating with respect to participation against a health care provider acting within the scope of that provider's license or certification. Effective 7/1/2050. Individual mandate requirement repeals 6/30/2021. (SD2)

HB 263: RELATING TO MEDICAL MARIJUANA.

Amends provisions related to licensed medical marijuana dispensaries by imposing GET on a percentage of dispensaries gross proceeds or gross income and allocating a portion of GET revenues received from dispensaries to the Medical Marijuana Registry and Regulation Special Fund. (HB263 HD2)

SB 122: RELATING TO MENTAL HEALTH.

Entitles designated family members and other interested persons of a person having a mental health emergency to: notice of emergency admission, examination, and hospitalization. Entitles designated family members and other interested persons to the option to be present in the courtroom for a hearing on a petition for involuntary hospitalization or assisted community treatment and the option to receive copies of hearing transcripts or recordings, unless the court determines that the interests of justice require otherwise. Requires notice of discharge and voluntary inpatient treatment when forensic and non-forensic patients are civilly committed to individuals specified in the order of commitment. Requires the court to adjourn or continue a hearing on a petition for involuntary hospitalization or assisted community treatment for failure to timely notify designated persons, with certain exceptions. Takes effect on 1/7/2059. (SD2)

HB 486: RELATING TO THE MORTGAGE INTEREST DEDUCTION.

Eliminates the mortgage interest deduction for second homes under the Hawaii Income Tax Law. Specifies that the revenue gain attributable to this measure be deposited into the Rental Housing Revolving Fund. Requires the Department of Budget and Finance, in consultation with the Department of Taxation, to submit reports on the administration of this measure to the Legislature prior to the 2018, 2019, 2020, 2021, and 2022 Regular Sessions. SB 146: RELATING TO ORDERS FOR TREATMENT OVER OBJECTION.

SB 151: RELATING TO CONDOMINIUMS.

Enables condominium associations to adopt rules and regulations that: require unit owners to prohibit smoking inside a condominium unit as part of a lease agreement; and prohibit smoking on a lanai of a condominium unit and in all common elements. Takes effect 7/1/2050. (SD1)
