SB 823: RELATING TO NATUROPATHIC PHYSICIANS.

Requires insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations to provide coverage for health care services provided by a naturopathic physician. Requires the insurance commissioner to receive and investigate complaints regarding discrimination with respect to participation under a health insurance plan against any health care provider. HB 644: RELATING TO NEW MARKET TAX CREDITS.

Expands methods for the delivery of funding to a project by providing loans to capitalize a qualified community development entity and provide guarantees or other credit enhancements to facilitate private lender participation in new markets tax credit financing. SB 667: RELATING TO MORTGAGE SERVICERS.

Requires mortgage servicer licensees to establish an education program that includes development of internal policies, procedures, and controls and a continuing education program for its employees. Defines "nonprofit organization" and lowers the application fee and renewal license fee for nonprofit corporations under the State's mortgage servicer law. Effective 7/1/2050. (SD1)

SB 1263: RELATING TO REAL ESTATE.

Requires principal brokers in a brokerage firm to ensure that: associated real estate licensees and other staff who assist in providing management services for common interest communities are responsive to requests from owners regarding association-related finances, documents, records, and information; and any request from the real estate commission to distribute commission-generated information, materials, or documents to an association, a board of directors, or a unit owner in a common interest community is completed within ten days after receiving the request. Clarifies that any violation of a mandatory provision of the State's condominium law by a board or its officers and members is a per se violation of the board's fiduciary duty. Provides safe harbor for a board member who votes for compliance during a board meeting. (SD1)

SB 1014: RELATING TO MOTOR VEHICLE INSPECTIONS.

Expands the authority of the Director of Transportation over required motor vehicle and motor carrier vehicle inspections in the State. Upgrades the methods and procedures of state motor vehicle inspections. Clarifies the distinction between the inspection certificate expiration data and the vehicle's insurance expiration date. (SD2)

SB 988: RELATING TO EXEMPTION FOR AGRICULTURAL BUILDINGS AND STRUCTURES.

Clarifies procedures for an exemption from building permit and building code requirements pursuant to section 46-88, Hawaii Revised Statutes, and clarifies that section 46-88 does not exempt any new or existing agricultural buildings, structures, related appurtenances, or other development from local, state, or federal floodplain management development standards, ordinances, codes, statutes, rules, or regulations pursuant to National Flood Insurance Program requirements. SB 145: RELATING TO EXAMINATIONS OF FITNESS TO PROCEED.

Clarifies provisions regarding examinations of defendants' fitness to proceed in the prosecution. Authorizes the department of health and department of public safety to enter into an agreement concerning the transfer of detainees in a community correctional center. Effective 7/1/2050. (SD1)

SB 1062: RELATING TO PARENTAL RIGHTS.

Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the natural parent committed sexual assault of the other natural parent, the child was conceived as a result of the sexual assault by the parent, and termination of parental rights is in the best interests of the child, under certain conditions. Takes effect on 1/7/2059. (SD1)
