HB 1585: RELATING TO THE UNIVERSITY OF HAWAII.

Appropriates funds to UH for positions to implement capital improvement projects. Requires UH employees who hold administrative positions and earn more than $150,000 annually to be employed under an employment contract by July 1, 2018. Effective 7/1/2050. (SD1)

HB 233: RELATING TO SEPARATION BENEFITS.

Offers employees of the Hawaii Health Systems Corporation whose positions will be abolished or directly affected by a reduction-in-force, workforce restructuring plan, or privatization the choice of receiving both special retirement benefits and voluntary severance benefits or exercising a reduction-in-force right. HB 1543: RELATING TO ENERGY TRAINING.

Requires the University of Hawaii community colleges to establish energy systems and technology training courses for county employees responsible for permitting, inspecting, licensing, and approving construction projects that contain renewable energy systems and related technology. Requires the establishment of a committee of industry stakeholders to collaborate with the University of Hawaii community colleges in developing appropriate training courses. Requires the University of Hawaii community colleges to submit a report to the legislature detailing its progress prior to the convening of the regular session of 2019. Appropriates funds. SB 1105: RELATING TO HOUSING.

Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects. Expands the types of rental housing projects that can be exempt from general excise taxes. (SB1105 HD2)

SB 804: RELATING TO HAWAII PESTICIDES LAW.

Requires disclosure of commercial agriculture pesticide use under specified conditions. Revises the ceiling and use of the Pesticide Use Revolving Fund. Appropriates funds for the John A. Burns School of Medicine to study the exposure of Chlorpyrifos on pregnant mothers. (SB804 HD1)

HB 1281: RELATING TO HOMELESSNESS.

Part I: Establishes a three-year Homeless Employment Pilot Program that provides homeless individuals with work opportunities and connects them with service providers. Requires the Department of Labor and Industrial Relations to submit a report to the Legislature prior to the 2018 Regular Session on implementing the program. Appropriates funds to establish the pilot program. Part II: Requires the auditor to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness. Requires the auditor to submit a report to the legislature. Makes an appropriation. Part III: Requires the department of human services, in collaboration with the department of health, to review the progress of the Hawaii pathways project pilot and continue to pursue efforts to utilize medicaid to provide supportive housing services for chronically homeless individuals. Provides considerations for the department in planning for the expansion of supportive housing services provided through medicaid managed care plans. Requires the department to report to the legislature. Makes an appropriation. Takes effect 7/1/2075. (SD1)

SB 1059: RELATING TO SMALL BUSINESS.

SB 393: RELATING TO CONDOMINIUMS.

Clarifies that the removal or replacement of a director elected by a class of unit owners shall be by a majority of only the members of that class. Specifies that for an election in a mixed-use condominium project where directors are elected by different classes of owners, an association may cast a vote or votes allocated to any nonresidential unit owned by the association where those eligible to vote in the election are limited to owners of one or more nonresidential units, including the nonresidential unit owned by the association. HB 1304: RELATING TO MARINE EVENTS.

Requires a permit from the Department of Land and Natural Resources before holding a regatta, marine parade, or surfing contest. Requires permit applications to be submitted up to one year and at least forty-five days before the start of the proposed event. Allows DLNR to assess and collect a fee for permit processing. Requires DLNR to collect a deposit that is nonrefundable if the event is canceled within sixty days of the start of the event. Effective 7/1/2050. (SD1)

HB 499: RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM.

Clarifies the definition of "underserved" or "at-risk" children as it relates to the priority given to these children for the Preschool Open Doors program. Provides that priority among undeserved or at-risk children shall be given to children whose family income is at or below 250 per cent of the federal poverty level. Takes effect 7/1/2051. (SD1)
