HB 190: RELATING TO PRIVATE FLIGHT SCHOOLS.

Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements established by the rules of the Department. SB 1039: RELATING TO PUBLIC SAFETY.

Requires the Department of Public Safety in collaboration with county and state agencies and, upon request of the inmate, to issue civil identification cards to the inmate and to assist the inmate in obtaining the inmate's birth certificate, social security card, and other relevant identification necessary for successful reentry into society. SB 490: RELATING TO MATERIAL WITNESS ORDERS.

SB 848: RELATING TO HIGHER EDUCATION.

Expands the Hawaiian Language College's functions. Authorizes a Hawaiian language medium general education coursework pilot project. Supports the development of an implementation plan for Hawaiian language instruction throughout the University of Hawaii System. Requires the University of Hawaii to report to the Legislature each year with information about efforts to implement education taught through the Hawaiian language. (SB848 HD2)

HB 590: RELATING TO THE CREATIVE MEDIA INDUSTRY.

Establishes the Hawaii Creative Industries Advisory Group while retaining the Film Industry Branch and Creative Industries Division of DBEDT. Repeals the Hawaii Television and Film Development Board along with the grant and venture capital programs that were implemented by the Board. Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund. Expands funding sources for the Creative Media and Film Infrastructure Special Fund to support creative industries development within DBEDT. Amends the purposes for which the Creative Media and Film Infrastructure Special Fund may be used. Provides general excise and use tax exemptions for operations and improvements of the Hawaii Film Studio. Requires the University of Hawaii and DBEDT to report to the legislature. Makes an appropriation. Effective 7/1/2038. (SD1)

SB 251: RELATING TO CAMPAIGN FINANCE.

Establishes an exemption from the prohibition against using election campaign funds to make charitable donations or to award scholarships during the period from the filing of nomination papers to the date of the general election, for candidates who are already declared elected to office after running unopposed in an election or who would be unopposed in the general election. Takes effect on 1/7/2059. (SD1)

SB 137: RELATING TO UNIVERSITY OF HAWAII RESEARCH.

Establishes the Innovation and Commercialization Initiative Program to expressly give the University of Hawaii the legal authority to create, finance, and participate in new economic enterprises and expand workforce opportunities based on inventions and discoveries generated by or at the University.
