HB 1518: RELATING TO PUBLIC RECORDS.

Provides that an agency may seek a declaratory judgment in circuit court that a requester is a vexatious records requester if the agency demonstrates that the person has established a clear pattern of conduct that amounts to an abuse of a process established by the Uniform Information Practices Act. Effective 7/1/2050. Repeals on 6/30/2020. (SD2)

HB 943: RELATING TO ECONOMIC DEVELOPMENT.

Establishes a Kapolei jobs initiative pilot program that offers incentives to increase the number of businesses willing to establish themselves or open a new location in the Kapolei region. Establishes a tax credit, until 12/31/2022, as part of the Kapolei jobs initiative pilot program. Takes effect 1/7/2059. (SD2)

SB 603: RELATING TO CORRECTIONS.

Requires report to Legislature on solitary confinement in Hawaii and Arizona correctional facilities that house Hawaii inmates. Requires Department of Public Safety to expand the environmental impact statement process for potential sites for the Oahu Community Correctional Center relocation and submit a report to Legislature. SB 627: RELATING TO CONDOMINIUMS.

Makes violation of a mandatory provision of the State's condominium law by a condominium board of directors or its officers and members a per se violation of the board's fiduciary duty, but provides a safe harbor from liability for a board member who votes against the action that constitutes a violation. Authorizes board to adopt rules for owner participation in deliberations and discussions of the board and requires notification to owners of the rules. Requires the notice for board meetings to include a list of items expected to be on the meeting agenda. Requires unapproved final drafts of the board minutes to be available within fourteen days after the meeting. (SB627 HD1)
