HB 1262: RELATING TO CHARTER TOUR OPERATORS.

Permits charter tour operators to deposit sums subject to section 468L-23, HRS, in a trust account maintained in a federally insured financial institution serving as the depository bank for a public charter program subject to federal regulations. Permits charter tour operators to maintain client trust accounts in a federally insured financial institution located out of the State, if certain conditions are met. Effective 7/1/2112. (SD1)

HB 1593: RELATING TO GREEN INFRASTRUCTURE.

Establishes the Clean Energy Savings Jump Start Program and Clean Energy Savings Jump Start Fund. Establishes the Energy Storage System Rebate Program as a three-year pilot program and requires the Green Infrastructure Authority to submit annual reports to the legislature on the program's progress and activities. Deletes the Public Utilities Commission's approval authority relative to the Green Infrastructure Loan Program. Appropriates funds. Effective 1/28/2081. (SD2)

HB 1322: RELATING TO CONSTRUCTION CONTRACTS.

Requires the State Procurement Office, in conjunction with DOE, UH, DOT, and DAGS, to conduct an analysis and review of the Hawaii Public Procurement Code, specifically with regard to the awarding of construction contracts. HB 206: RELATING TO ENHANCED 911 SERVICES.

Establishes a prepaid wireless E911 surcharge of 1.5 per cent of prepaid wireless service purchased at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharges collected to offset administrative expenses, but requires sellers to remit the balance of surcharges collected to the Enhanced 911 fund on a specified periodic basis. SB 511: RELATING TO CHILD CARE FACILITIES.

Requires the Department of Human Services (DHS) to post on its website, reports of child care facility inspections beginning with inspections occurring on January 1, 2019, and suspected or actual complaint violations, including DHS's findings and corrective actions. Appropriates funds to implement and comply with the reporting requirements for child care facilities. (SB511 HD1)

SB 987: RELATING TO RECORDATION TRANSACTION FEES.

Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009. Clarifies that the transaction fee shall be repealed on the effective date of administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.
