SB 776: RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs. Appropriates funds to implement the authority and relevant interagency invasive species projects. (SB776 HD1)

HB 936: RELATING TO TEACHER INCENTIVES.

Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers. Takes effect 7/1/2050. (SD1)

SB 704: RELATING TO VACATION RENTALS.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services for vacation rentals. Requires that the subject property is in compliance with applicable land use laws. Allocates TAT revenues to each county for FY 2017-2018. Sunsets on 12/31/2022. (SB704 HD2)

HB 4: RELATING TO HEALTH.

SB 1146: RELATING TO SCHOOL IMPACT FEES.

Exempts the following from school impact fee requirements: housing developments reserved for persons or families with incomes up to 80 percent of the area median income located in a county having a population greater than 500,000; state or federal public housing projects; state low-income housing projects; housing projects certified or approved for a general excise tax exemption under section 201H-36, Hawaii Revised Statutes (HRS); and government housing projects and projects processed pursuant to sections 46-15.1 and 201H-38, HRS.
