HB 347: RELATING TO EMPLOYMENT SECURITY.

Clarifies Hawaii's employment security law for independent contractors by requiring the consideration of twenty factors by the Department of Labor Industrial Relations when determining whether an individual is considered an independent contractor. Requires the Director of Labor and Industrial Relations to report to the Legislature prior to the Regular Session of 2018 regarding guidelines developed by the unemployment insurance coverage committee. Requires an annual report to the Legislature regarding covered employment determinations. Takes effect 1/7/2059. (SD2)

HB 1479: RELATING TO THE HILO COMMUNITY ECONOMIC DISTRICT.

Establishes the Hilo Community Economic District as a community development district located in East Hawaii under the Hawaii Community Development Authority. Establishes the Hilo Community Economic Revolving Fund. Repeals on the earliest of 6/30/2037, inclusion of lands within the District within a redevelopment area, or establishment of a special improvement district that encompasses the lands within the District. Effective 7/1/2050. (SD2)

SB 665: RELATING TO RENEWABLE ENERGY.

Replaces the current renewable energy technology systems tax credit with tax credits for solar or wind energy property and energy storage property and is applicable to taxable years beginning after 12/31/2017. Establishes a demonstration project for building energy efficiency designs within the Department of Transportation. (SB665 HD1)

SB 276: RELATING TO JUDGES.

Authorizes the Chief Justice of the Supreme Court to establish district family courts. Increases the number of judges of the District Court of the Second Circuit from three to four judges. Makes housekeeping amendments to laws relating to the composition of judges of the circuit courts, district courts, and family courts. (SB276 HD1)

HB 848: RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)

SB 925: RELATING TO PUBLIC EMPLOYMENT COST ITEMS.
