SB 2726: RELATING TO PUBLIC TRANSPORTATION.

Establishes a two-year Youth Ride Free Pilot Program within the Department of Transportation. Specifies that certain Program administrative costs incurred by the counties are eligible for reimbursement from the State. Requires a report to the Legislature. Appropriates funds. Sunsets 6/30/2028.

SB 2758: RELATING TO PUBLIC LAND DISPOSITIONS.

Requires the Board of Land and Natural Resources to consult with the Office of Hawaiian Affairs before approving a long-term lease of public lands to another government, governmental agency, utility, or renewable energy developer. Prohibits the Board from extending leases allowing the live-fire training and bombing of public lands, except for a one-time extension of up to five years to phase out existing leases allowing the live‑fire training and bombing of public lands. Excludes lands set aside to the Department of Hawaiian Home Lands or lands designated for return to the State from the one-time extension.

SB 2792: RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program (SNAP), regardless of the means of purchase or the SNAP eligibility of the purchaser. Establishes a general excise tax exemption for the gross proceeds or income from the sale of nonprescription drugs.

SB 2898: RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services to contract with one or more organizations specializing in domestic violence to provide training and on-site staff in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case.

SB 2772: RELATING TO LAW ENFORCEMENT.

By January 1, 2027, requires each law enforcement agency operating in the State to maintain a publicly available policy on the visible identification of law enforcement officers. Adds law enforcement officers to covered public servants who may request any government agency, person, or organization to not make publicly available on the Internet certain covered personal information.

SB 2753: RELATING TO THE ENVIRONMENT.

Beginning 7/1/2027, requires newly installed or modified individual wastewater systems that are near the shoreline or on highly porous soils to include denitrification capacity. Requires the Department of Health to provide appropriate reductions in requirements to leach fields and wastewater systems with denitrification capacity.

SB 2863: RELATING TO TAXATION.

Establishes a family caregiver tax credit for nonpaid family caregivers. Requires the Department of Taxation to submit annual reports to the Legislature. Appropriates moneys. The tax credit applies to taxable years beginning after 12/31/2026.

SB 2833: RELATING TO EDUCATOR STUDENT LOAN REPAYMENT.

Establishes the Educator Student Loan Repayment Program to provide for the repayment of qualified student loans for certain educators in the State. Appropriates funds.

SB 2831: RELATING TO VOTING.

Authorizes state agencies to implement automatic voter registration if designated by the Office of Elections. Requires eligible applicants for instruction permits, provisional licenses, driver's licenses, and identification cards to be automatically registered or preregistered to vote unless the applicant opts out.

SB 2869: RELATING TO MENTAL HEALTH.

Amends the existing prohibition on conversion therapy by prohibiting the practice on persons of all ages and the advertisement of such practice. Explicitly provides that talk therapy in the form of pure speech is exempt from the prohibition on conversion therapy. Takes effect upon the certification by the Attorney General that the Supreme Court of the United States has overturned the holding in Chiles v. Salazar, 116 F.4th 1178 (10th Cir. 2024).
