A BILL to be entitled an Act to amend an Act creating the Henry County Airport Authority, approved May 3, 2023 (Ga. L. 2023, p. 4389), as amended, so as to repeal and replace all current operative provisions related to such authority; to authorize the issuance of refunding bonds, securities or other obligations; to provide that such bonds, securities or other obligations be validated as authorized by the Article 3 of Chapter 82 of Title 36 of the O.C.G.A, the "Revenue Bond Law" as now or hereafter amended; to authorize the Authority to exercise the power of condemnation; to provide for all matters relative thereto; to provide for related matters; to repeal conflicting laws; and for other purposes.
A BILL to be entitled an Act to amend Article 12 of Chapter 5 of Title 48 of the Official Code of Georgia Annotated, relating to ad valorem taxation of airline companies, so as to require that at least 50 percent of revenues collected from a local tax jurisdiction's levy of ad valorem taxes on such tax jurisdiction's apportionment of aircraft by the commissioner be dedicated to the maintenance and operations of airports within the tax jurisdiction; to provide for a definition; to provide for an effective date and applicability; to provide for related matters; to repeal conflicting laws; and for other purposes.
A BILL to be entitled an Act to amend Chapter 3 of Title 6 of the Official Code of Georgia Annotated, relating to powers of local governments as to air facilities, so as to provide for the identification of airport affected areas; to provide for public notice and public hearing; to require the adoption, administration, and enforcement of regulations relative to the use of land in airport affected areas; to provide for standards for adoption of such regulations; to provide for consultation with the Department of Transportation; to provide for the adoption of local methods of enforcing regulations relative to airport area affected areas; to provide for a method for requesting variances; to provide for penalties; to provide for definitions; to provide for related matters; to repeal conflicting laws; and for other purposes.
A BILL to be entitled an Act to create and establish the Richmond Hill-Bryan County Airport Authority, a new airport authority in and for the County of Bryan and the City of Richmond Hill; to provide that no liability or debt against the aforementioned city or county shall be incurred in the exercise of any powers granted by this Act; to make the bonds, securities, or obligations of the authority exempt from taxation; to authorize the issuance of refunding bonds, securities, or other obligations; to provide that such bonds, securities, or other obligations be validated as authorized by the "Revenue Bond Law"; to provide for an effective date; to repeal conflicting laws; and for other purposes.
SR 283 creates a Joint Study Committee to examine Georgia's lack of height restrictions around airports, which currently poses aviation safety risks and could force costly runway modifications or closures at rural airports. The committee will analyze best practices from other states, assess economic impacts on airports and communities, and engage stakeholders - including airport operators, transportation officials, and local government representatives - to develop balanced recommendations. Composed of four Senate members, the transportation commissioner, and municipal/county association leaders, the committee must submit a final report by December 1, 2025. This resolution does not enact new laws but sets the stage for potential future legislation based on its findings.
