Education and Training for Alzheimer’s Disease and Related Forms of Dementia; Designating the “Alzheimer’s Disease and Related Forms of Dementia Education and Training Act”; requiring the Department of Elderly Affairs to offer certain education about Alzheimer’s disease and related forms of dementia to the general public; providing minimum requirements for the training; authorizing persons to satisfy the training requirements of this act using training curricula approved before the effective date of this act until the department adopts rules for training curricula guidelines, etc.
Local Government Comprehensive Plans; Revises review process for adoption of comprehensive plan amendments; provides that prevailing party in challenge to plan or plan amendment & to compliance of small scale development order is entitled to recover attorney fees & costs.
Paid Family Leave Insurance; Authorizing life insurers to transact paid family leave insurance; specifying circumstances under which family leave benefits may be provided under a paid family leave insurance policy; specifying requirements for policies relating to benefit periods, waiting periods, benefit amounts and certain offsets, and the payment of benefits; providing that eligibility for family leave benefits may be limited, excluded, or reduced, but must be specified in the policy, etc.
Grants for Nonprofit Organization Safety; Requires DEM to establish specified grant program; provides eligibility requirements; requires grants be used for certain purposes; provides for minimum and maximum grant awards; authorizes DEM to use funds for administration.
Operation of a Golf Cart; Authorizing water control districts to designate certain roads for the operation of golf carts; requiring county approval to make such designation; prohibiting a person from operating a golf cart on certain roadways unless he or she possesses a valid learner’s driver license or valid driver license that is not suspended or revoked, etc.
Hemp; Provides hemp extract is considered food subject to certain requirements; revises requirements hemp extract must meet before being distributed & sold; provides hemp extract may only be sold to businesses which meet permitting requirements; prohibits products intended for human ingestion which contain hemp extract from being sold to persons under specified age; provides that certain hemp extract products are subject to immediate stop-sale.
Substance Abuse Service Providers; Prohibits use of specified substances on certain premises; defines "medical marijuana"; requires DCF to establish mechanism for imposition & collection of fines for violations; provides penalties for trespass in recovery residence; prohibits service provider from referring patients to, or accepting referrals of patients from, certain recovery residences; requires referral to include placement of patient into specified programs.
Public Records/Special Persons Registry; Providing an exemption from public records requirements for all records, data, information, correspondence, and communications relating to and submitted in connection with the enrollment of persons in the Special Persons Registry maintained by local law enforcement agencies; prohibiting law enforcement agencies, county emergency management agencies, and local fire departments from further disclosing confidential and exempt information; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.
Agency for Persons with Disabilities; Requiring the agency to convene an interagency workgroup for a specified purpose; requiring the agency to make certain eligibility determinations within specified timeframes; revising provisions related to the developmental disabilities home and community-based services Medicaid waiver program; revising background screening requirements for certain direct service providers, etc.
Department of Business and Professional Regulation; Requiring the department to certify for licensure qualified individuals who practice mold assessment or mold remediation and hold certain licenses issued by other states or territories; revising requirements for the issuance of an asbestos consultant’s license; removing a time limitation for applying for certain contracting licenses under certain provisions; requiring certain individuals related to public lodging establishments and public food service establishments to maintain a division online account and provide the division with specified information, etc.
Public Records and Meetings/Psychology Interjurisdictional Compact; Providing an exemption from public records requirements for certain information held by the Department of Health or the Board of Psychology pursuant to the Psychology Interjurisdictional Compact; providing an exemption from public meeting requirements for certain meetings of the Psychology Interjurisdictional Compact Commission; providing for future legislative review and repeal of the exemptions; providing a statement of public necessity, etc.
State Board of Administration; Specifies when SBA may not pay certain benefits; authorizes SBA to develop investment products; modifies procedures for designation of beneficiaries; revises investments which SBA may make; authorizes SBA & affiliated entities to issue securities, borrow moneys & use proceeds of loans or financing obligations as loans or sources of funding; revises types of funds in which state may invest; revises provisions related to boycott Israel & scrutinized companies; revises amount of funds which may be invested in alternative investments.
